Noblis is seeking a highly skilled Project Engineer to join our team. As a Project Engineer, you will be responsible for supporting the future ground architecture of our clients in the national space enterprise and ground systems acquisition background.
Key Responsibilities- Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned teams and programs/projects.
- Provide technical guidance and recommendations related to the integration of National Systems-based capabilities.
- Assist the PM/COTR in program management; strategic planning; cost, schedule, and performance monitoring and reporting; program synchronization; generating requests for information responses; cross-program coordination; and programmatics.
- Support Agile-based program management and implementation of a Model-Base Systems Engineering approach.
- Lead IPT meetings and review process boards to include but not limited to ERBs, CCBs, SRRs, PDRs, CDRs, and PMRs.
- Support the PM in multiple areas which include systems, mission, and enterprise engineering; program management; acquisition support; analytic support; technical analysis; user requirement management/development; architecture; and customer outreach and support.
- Serve as technical expert in their assigned area.
- Other responsibilities include administrative and technical support to the Government leadership team, internal cross coordination, external mission partners and other DoD/IC customers.
- Must have an active Top Secret/SCI clearance with a Counter-Intelligence Polygraph.
- Experience in project management and acquisition, with emphasis on Government acquisition in DoD or IC.
- Familiarity with project management; monitoring developer cost, schedule, and performance; and program office processes, techniques, and documentation.
- Ability to facilitate commonality within the enterprise by defining, acquiring, and integrating a multi-INT, multi-sensor, and multi-nodal processing capability.
- Ability to problem solve in a rapidly changing environment and interface with the customer daily.
- Track and respond to office tasking, build, and present program briefings, and update project schedules and calendar.
- Bachelor's degree and 0 years, OR Master's degree and 0 years, OR Associate and 3 years, OR High School/GED Diploma and 6 years.
- Master's Degree.
- Familiarity with the NRO's and DoD's national and tactical space architectures.
- Familiarity with different contracting types; e.g. competition, sole source, IDIQ/TOs, Other Transactions, and Broad Agency Announcements.
- Knowledge of Electro-optical, RADAR, SIGINT, Communications, Mission Management, and Mission processing systems supporting a space and ground architecture.
- Working knowledge of SAFe Agile or similar agile processes and JIRA and Confluence tools.
- Certified in one or more of the following: INCOSE (or DAWIA equivalent), OMG Systems Modeler, Agile, Project Management, MBSE.
- Understand how system requirements, design, analysis, verification and validation activities are enabled by MBSE across the digital thread (the engineering lifecycle).
