Job Summary

Under general supervision, the successful candidate will support the development and implementation of the Water Utilities Department's infrastructure Asset Management Program, adhering to established principles, methodologies, and standards. This role will involve asset management data collection and processing, as well as managing asset management-related projects.

Key Responsibilities
  • Provide ongoing support to sustain the Water Utilities Department's infrastructure asset management program, following industry-established principles, methodologies, and standards.
  • Provide technical assistance with the implementation and maintenance of established standards, systems, and procedures, including:
    • Improving asset reliability.
    • Reducing risk.
    • Optimizing the department's resources.
    • Maintenance of asset inventories.
    • Condition assessment standards.
    • Preventive maintenance systems.
    • Providing quality control for implemented key performance indicators to monitor and report performance of systems.
  • Generate and review monthly performance reports.
  • Monitor monthly performance.
  • Manage asset management projects, including:
    • Small diameter sanitary sewer CCTV assessment inspection projects.
    • Large diameter sanitary sewer multi-sensor instrument assessments MSI inspection projects.
    • Large diameter water electromagnetic assessment inspection projects.
  • Utilize asset condition and performance data to prepare data-driven renewal recommendations and projections for proposed capital projects.
  • Using an established asset scoring system made for and by the Department.
  • Monitor condition scores to help prioritize the renewal program.
  • Review, interpret, and evaluate engineering drawings, studies, specifications, models, estimates, and other technical documents.
Requirements
  • A bachelor's or Master's degree in civil engineering from an EAC/ABET accredited program or related field.
  • Four (4) years' experience in the field of Civil and/or Water Engineering.
  • Possession of a valid Texas Driver's License (min. Class C).
  • Registration as a Professional Engineer in the State of Texas, or the ability to secure Texas registration license within six months of employment.
  • Asset management certification from the Institute of Asset Management (IAM) or Buried Asset Management Institute International (BAMI-I) or ability to secure within one year.
Preferred Qualifications
  • Knowledge of the methods, equipment, and materials used in surface and underground construction and maintenance of water and sanitary sewer facilities.
  • Knowledge of federal, state, and local laws and regulations pertaining municipal infrastructure.
  • Knowledge of water and sanitary sewer utility asset management principles and best practices.
  • Skill in making decisions concerning contract change orders and sequencing of water and sanitary sewer inspection projects.
