Systems Acquisition Engineer Specialist

We are seeking a dedicated Systems Acquisition Engineer to deliver project engineering and Systems Engineering Technical Advisory (SETA) support. This role is essential in assisting the Government Program Office Contracting Officer Technical Representative (COTR) with the planning, acquisition, development, and oversight of engineering development and procurement contracts.
This position necessitates an active TS/SCI with Poly clearance.
Key Responsibilities
- Assist the COTR in the acquisition of ground systems and oversee the execution of contractor programs.
- Ensure adherence to performance requirements and compliance with technical contract specifications.
- Formulate acquisition strategies and plans, along with necessary documentation for procurement processes.
- Create Statements of Work (SOWs) and Request for Proposal packages, including bidder instructions and evaluation criteria.
- Support the development of product technical requirements and prepare System Requirements Specifications/Technical Requirements Documents for procurement.
- Contribute to the development of Concepts of Operations (CONOPS) for Space-Ground systems.
- Recommend specifications and standards for inclusion as compliance/reference documents in contracts.
- Advise on the technical evaluation of contractor proposals.
- Review contractor technical design documentation and deliverables, providing constructive feedback to the COTR.
Documentation Responsibilities
Documentation includes:
- Proposed architecture and design
- Requirements functional analysis and allocation results
- Test Program, Test Plans, Test Procedures, Test Reports
- Systems Engineering Master Plan (SEMP)
- System/Subsystem Specifications (Hardware and Software)
- Hardware/Software Build Plan
- Integrated Master Schedules
Qualifications
Applicants should possess:
- Bachelor's degree with fourteen (14) years of experience; Master's degree with twelve (12) years of experience; or PhD/JD with nine (9) years of experience.
- Experience in acquisition and/or project engineering.
- Strong written, communication, and presentation skills.
- A degree in engineering or a related technical field is strongly preferred.
- TS/SCI with Poly clearance is mandatory.
- Familiarity with ground systems, ground terminals/antennas, and associated site facility infrastructure, or other space/ground systems is advantageous.
