Description

Under general supervision, this role involves executing professional engineering tasks related to the design, investigation, and construction of public infrastructure and associated projects.

Position Distinctions
Assistant Engineer:
This position represents the entry-level in the engineering classification. It is characterized by the execution of a comprehensive range of assigned responsibilities, requiring independent work and the application of judgment and initiative. At this level, employees receive minimal guidance and are well-versed in the operational protocols and policies of their unit.

Associate/Senior Civil Engineer:
This role signifies the full journey level within the engineering classification. It is distinguished from the Assistant Engineer by the ability to perform a complete array of assigned duties independently, utilizing sound judgment and initiative. Employees in these roles may provide technical and functional oversight to less experienced personnel. Typically, these positions are filled through promotion from lower levels, contingent upon meeting minimum qualifications, demonstrating successful performance, and management endorsement. When hiring externally, candidates must possess relevant prior experience that meets the qualification standards for the designated level.

Key Responsibilities

Responsibilities may include, but are not limited to:
  • Developing and evaluating plans and specifications for the construction of roadways, drainage systems, and other public infrastructure projects;
  • Assessing land development plans for adherence to municipal regulations;
  • Clarifying policies and procedures to developers and engineering professionals;
  • Verifying and enforcing bonding requirements based on project scope;
  • Investigating project design specifications;
  • Drafting requests for proposals for engineering design services and participating in the selection of external consultants;
  • Coordinating and assessing the work of engineering consultants;
  • Seeking funding and grants for significant public works initiatives;
  • Preparing project descriptions and cost projections, providing recommendations;
  • Conducting preliminary studies and environmental assessments;
  • Engaging in budget formulation and management, preparing allocations for capital improvement projects;
  • Researching, compiling, and presenting detailed analyses and reports;
  • Reviewing building permit submissions for compliance with regulations and determining necessary fees;
  • Gathering and analyzing data related to traffic patterns, volumes, and incidents;
  • Providing information and addressing inquiries regarding public works enhancements;
  • Developing updated design and construction standards for public works structures;
  • Preparing feasibility studies and cost estimates for new or modified services and structures;
  • Examining and evaluating municipal water, sewer, and engineering practices for consistency and clarity;
  • Coordinating engineering efforts with other municipal departments and external agencies;
  • Advising the Traffic Commission and providing recommendations;
  • Representing the department in various meetings as required;
  • Leading survey work as needed for city-designed projects;
  • Acting as the City Traffic Engineer;
  • Conducting field evaluations of public works project sites to verify survey outcomes;
  • Performing additional related duties as assigned.
Qualifications

Experience
Assistant Engineer:
  • One year of civil engineering experience.
Associate Engineer:
  • Three years of progressively responsible professional civil engineering experience.
Civil Engineer:
  • Five years of progressively responsible professional civil engineering experience.
Senior Civil Engineer:
  • Seven years of progressively responsible professional civil engineering experience.
Education
Asst./Assoc./Civil/Sr. Civil:
  • Bachelor's degree from an accredited institution in civil engineering or a related discipline. For degrees obtained outside the U.S., an official equivalency evaluation is necessary.
Licenses and Certifications:
Asst/Assoc./Civil/Sr. Civil:
  • Possession of, or ability to obtain, a valid driver's license.
AND

Associate Engineer:
  • Certification as an Engineer in Training issued by the State of California.
Civil and Senior Engineer:
  • Professional Registration issued by the State of California.
Special Requirements:

Essential functions and duties necessitate the following physical capabilities and work environment:
  • Ability to operate in a standard office setting; ability to travel to various sites;
  • Regularly required to communicate verbally and audibly. Required to stand, walk, use hands for manipulation, and reach with hands and arms;
  • Occasionally required to sit, climb, balance, and perform kneeling or crouching tasks;
  • Must frequently lift and/or move up to 50 pounds;
  • Exposure to outdoor environments.
