Job Title: Human Resources Manager

Join the City of Hermosa Beach, CA team as a Human Resources Manager, responsible for overseeing all aspects of the city's human resources program. This role involves managing a comprehensive risk management program, benefit plan management, labor and employee relations, employee development, class and compensation, and recruiting.

About the Role

The ideal candidate will have a strong background in human resources, with a minimum of 5 years of experience in a municipal government setting. A professional certification by SHRM or IPMA-HR (PSHRA) is highly desired. The successful candidate will possess strong analytical and interpersonal skills, with the ability to provide leadership in a changing government environment.

Key Responsibilities
  • Develop and implement a comprehensive risk management program to minimize the city's liability and workers' compensation costs.
  • Manage benefit plans, including health, dental, and vision insurance, as well as life insurance and disability coverage.
  • Provide guidance on labor and employee relations, including collective bargaining, grievances, and disciplinary actions.
  • Develop and implement employee development programs, including training and mentoring staff.
  • Manage class and compensation, including salary administration and benefits.
  • Recruit and select top talent for the city's workforce.
Requirements
  • Graduation from an accredited four-year college or university with a degree in public administration, human resources, or a related field.
  • Five years of increasingly responsible generalist human resources experience in a municipal government setting.
  • A professional certification by SHRM or IPMA-HR (PSHRA) is highly desired.
  • Valid Class C Driver's License or the ability to get from point to point.
  • Vaccinated for COVID-19.
Perks
  • Sign On Bonus: $8,000, paid in three installments.
  • Performance Bonus Program: up to 5% of base annual salary.
  • City-Paid Deferred Compensation: up to $25 per month.
  • 4/10 Work Schedule: Monday to Thursday, 7 a.m. to 6 p.m.
  • Flexible insurance benefit plan or a cash-in-lieu payment of up to $750.00 per month.
  • Administrative Leave: 70 hours per calendar year.
