Procurement Supervisor

Eastern Idaho Community Action Partnership, Inc. is seeking a highly experienced Procurement Supervisor to lead our purchasing operations and ensure compliance with all financial policies, federal and state purchasing guidelines, and grant-specific requirements.
Key Responsibilities:
- Lead and supervise the procurement team, ensuring all purchasing activities are compliant with EICAP Financial Policies, Federal and State regulations, and Grantor guidelines.
- Manage the complete procurement process, from soliciting vendor quotes and issuing Requests for Proposals (RFPs) to handling sealed bids.
- Oversee agency-wide purchasing of office, maintenance, and operational supplies, while identifying opportunities to leverage federal and state purchasing pools.
- Reconcile EICAP's purchase card and fuel card accounts monthly.
- Maintain and update vendor/contractor data files, including W-9s, insurance documents, and Workman's Comp certificates.
- Conduct vendor/contractor debarment verifications and ensure compliance with procurement protocols.
- Provide critical support during audits by supplying accurate procurement records and documentation.
- Train and supervise staff to ensure accuracy in inventory systems and maintain operational coverage during business hours.
Qualifications:
- A Bachelor's degree in accounting, business, or a related field, plus at least one year of direct procurement experience; OR
- Five years of experience in a purchasing/procurement environment without a degree.
- Experience working within strict Federal and State procurement standards, with a strong emphasis on compliance.
- Proficiency in electronic accounting systems (experience with Abila MIP or similar is a plus).
- Prior experience supervising procurement staff and managing inventory systems.
- Strong attention to detail and problem-solving abilities in a fast-paced, compliance-heavy environment.
Additional Skills & Abilities:
- Proficiency with computer software such as word processing and spreadsheet programs.
- Strong mathematical and reasoning skills, with the ability to calculate fractions, percentages, and proportions.
- Ability to communicate effectively in English; Spanish proficiency is a plus.
- A valid Idaho driver's license and insurability.
Compensation & Benefits:
- Competitive Salary: $60,000 - $63,000 annually, commensurate with experience.
