POSITION OVERVIEW

The City of Spring Hill is seeking a dedicated and skilled Municipal Engineering Specialist to join our team. This full-time, exempt role operates under the guidance of the Development Director or, in their absence, the City Administrator. The successful candidate will engage in the assessment of land development projects, including residential, mixed-use, and commercial initiatives, as well as infrastructure projects, while providing essential engineering support to the Development Services Department and other city departments.

KEY RESPONSIBILITIES

The responsibilities outlined below serve as examples of the diverse tasks that may be undertaken. The absence of specific duties does not exclude them from the role if they are similar or logically assigned:

  • Conduct site evaluations of infrastructure systems to ensure adherence to municipal standards.
  • Facilitate coordination of new construction with existing developments.
  • Align construction efforts with departmental maintenance tasks and collaborate with other governmental entities.
  • Assist in project management for Capital Improvement Projects alongside the Capital Improvements Director.
  • Receive and review various documentation, including project plans, site layouts, drainage calculations, and permits.
  • Evaluate, recommend, and/or approve submissions; respond or forward as necessary.
  • Address citizen inquiries and complaints, providing information and implementing solutions as needed.
  • Respond to routine information requests from officials, employees, and the public.
  • Prepare and distribute routine correspondence, reports, and other documentation using computer systems.
  • Supervise and guide the Associate Engineer to ensure efficient and accurate task completion.
  • Oversee the work of Development inspectors.
  • Participate in meetings of the Board of Mayor and Aldermen, Planning Commission, and Board of Zoning Appeals, providing insights as required.

ADDITIONAL DUTIES

  • Provide support to the City Administrator by preparing reports and necessary documentation.
  • Engage in professional development and industry-related meetings.
  • Mentor and train the Associate Engineer.
  • Perform other related duties as assigned.

REQUIRED SKILLS AND KNOWLEDGE

  • Ability to interpret and apply relevant federal, state, and local regulations.
  • Proficient in operating standard office equipment and software.
  • Capable of following oral and written instructions.
  • Skilled in responding to public inquiries with professionalism and a focus on customer service.
  • Ability to delegate tasks effectively.
  • Familiarity with modern office practices and procedures.
  • Competence in reading and interpreting plans and maps.
  • Knowledge of municipal finance, personnel, purchasing, and public relations.
  • Experience in long-term planning and construction techniques.
  • Understanding of operations management principles.
  • Familiarity with GIS software.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

This role requires proficiency in software applications such as Office Suite, Bluebeam, AutoCAD, and ArcGIS, along with the use of technical equipment. The position involves a mix of office work and fieldwork, which may include exposure to varying weather conditions. The employee must be able to perform physical tasks, including lifting up to 50 pounds, and possess the ability to communicate effectively in a fast-paced environment.

QUALIFICATIONS

A Bachelor's Degree in Civil Engineering or a related field is required, along with five to seven years of experience as a Professional Engineer with expertise in construction, water and sewer systems, stormwater management, and roadway construction. A valid Professional Engineer license in Tennessee is required or the ability to transfer from another state within a specified timeframe.
