Purpose
To delineate key responsibilities, qualification standards, and working conditions for the role.
Key Responsibilities
- Conducts comprehensive and detailed reviews of commercial and residential pre-construction plans to ensure adherence to relevant building, plumbing, mechanical, fire, environmental, flood hazard, design, energy, accessibility, and other applicable codes and regulations. Documents issues identified during plan reviews and performs code research.
- Acts as a representative of the building/fire division in pre-application discussions.
- Inspects residential and commercial structures to confirm compliance with approved plans, codes, and regulations.
- Interprets and provides guidance on applicable codes to architects, engineers, contractors, developers, property owners, and the public. Advises on non-compliance issues and actively aids in resolution.
- Collaborates effectively with code compliance officers, building and fire inspectors, permitting staff, planners, engineers, and other municipal personnel to ensure comprehensive project coordination. Consults with staff on processes, projects, interpretations, and inquiries.
- Maintains thorough and accurate records of approved plans and correspondence for each project.
- Guides customers through the permit application process. Monitors submitted documents for review and tracks application progress. Assists in calculating review fees.
- Updates and maintains informational materials, brochures, and technical data sheets to provide current and accurate regulatory information.
- Advises departmental and interdepartmental staff on complex aspects of building and fire code compliance.
- Conducts research and provides input on codes and amendments.
- Prepares correspondence, reports, and other documentation to keep stakeholders informed.
- Develops, updates, and implements process improvement procedures, tasks, workflows, and systems.
- Maintains current desk procedures and tasks to clarify position responsibilities.
- Assists Building Inspectors with building, mechanical, fire, and plumbing inspections as qualified.
- May temporarily assume the role of Building/Fire Code Official related to code interpretation during absences.
- Performs other assigned duties as necessary.
- Bachelor's Degree in construction management, architecture, engineering, or a closely related field.
- Three years of experience in building and/or fire code inspection and plan review.
- Must possess ICC Building Plans Examiner (B3) certification and maintain it throughout employment.
- Must obtain ICC Residential Inspector (B1) certification within one year of hire and ICC Fire/Plans Examiner (F3) certification within two years of hire, maintaining both throughout employment.
- Valid and active driver’s license. Must obtain a WA State license within six months of hire.
- Bilingual proficiency in English and Spanish is preferred.
- Thorough understanding of the field of assignment to perform the full scope of responsibilities as outlined in this job description.
- Awareness of safety and security hazards, precautions, standards, policies, and procedures.
- Familiarity with construction methods and materials typical of commercial and residential projects.
- Knowledge of relevant building and fire codes, as well as principles and practices of construction inspection.
- Basic understanding of engineering standards and codes.
- Proficiency in recordkeeping, time management, mathematics, and English composition and grammar.
- Computer skills, including Microsoft Office suite, permit management systems, and electronic permit review.
- Deliver exceptional internal and external customer service. Maintain positive relationships and effectively engage with the public. Respond to inquiries, complaints, and service requests promptly.
- Consistently represent the City with professionalism in all activities.
- Demonstrate attention to detail and maintain a high degree of accuracy.
- Support a strong safety culture; participate in safety training; adhere to City policies and procedures; utilize Personal Protective Equipment as necessary; report safety concerns to management promptly; encourage safe behavior among others.

- Work is performed in an office or meeting room setting and at field locations in construction environments, often subject to dust and dirt in various weather conditions, with noise levels that may require hearing protection.
- Attendance at meetings or performance of duties outside of normal office hours may be required.
- Exposure to heavy equipment and potential hazards related to electrical, waste, and industrial environments.
- Possibility of encountering irate or hostile individuals.
- Utilize appropriate safety equipment and adhere to safety policies and procedures.
- Maintain good eyesight, required for both close and distant vision.
- Sit or stand for extended periods. Walk, reach with hands and arms, climb, balance, bend, stoop, and kneel.
- Lift and/or move up to 25 pounds and occasionally up to 75 pounds.
