Job Title: Chief Financial Officer

Reports To: Chief Executive Officer

Summary: The Chief Financial Officer will direct and manage all practices and activities in the Finance and Accounting functions to ensure compliance with State and Federal rules and regulations. The successful candidate will ensure that generally accepted accounting practices (GAAP) are met and make recommendations relating to budget preparation, income forecasts, and operational changes as needed.

Key Responsibilities:

  1. Directly or through subordinates, oversee and manage the financial and accounting functions of the Credit Union to include: ALM, AP, AR, budgets, collections, GL, financial analysis, financial reporting and recordkeeping, investments.
  2. Develop, implement, and evaluate policies and procedures for the Accounting/Finance Department. Ensure that policies and procedures reflect current regulations and are communicated to and implemented by subordinates.
  3. May direct and supervise development, production, promotion, and sale of the credit unions products and services.
  4. Preparation of reports and presentations at the Credit Unions monthly Board meetings.
  5. Attend scheduled Senior management meetings
  6. Participate in determining deposit and loan rates.
  7. Provide guidance regarding investment decisions.
  8. Hold periodic department meetings. Identify areas for improvement, changes in procedures, new developments, or changes in services. Keep staff up to date on trends and general Credit Union information.
  9. Assist with lease negotiation and major purchasing decisions for capital equipment or other capital asset expenditures.
  10. Prepare and maintain ALM and quarterly reporting.
  11. Manage and maintain funding of Allowance for Loan Lease Loss Model.
  12. Forecasting of the balance sheet.
  13. Assist in analysis of new branch site locations and closings of existing branches.
  14. Oversee various internal audit procedures, i.e. cash counts, teller drawer audits, review of employee accounts, loan documentation, wire transfers, etc.
  15. Serve as the Credit Unions liaison with regulatory agency examiners and internal auditors. Gatekeeper for exam documents.
  16. Oversee & Manage the Debit Card department. Debit Card/Accounting/Fraud staff are crossed-trained in all departments.
  17. Oversee & Manage the Fraud department.
  18. Develop and implement the Strategic Plan & quarterly reporting to the Board of Directors.
  19. Assist with contract negotiations.
  20. Grants - Participate in the research and application process including but not limited to preparing all necessary reports as required by the Grantor(s). Responsible for tracking grant funds.
  21. CDFI manage and track requirements of recertification.
  22. Periodically travel to branches.
  23. Attend conferences pertinent to position.

Supervisory Responsibilities: Directly supervises employees in the Accounting and Debit Card/Fraud Department.

Qualifications:

  • Computer Skills: To perform this job successfully, an individual should have knowledge of Microsoft Word, Microsoft Excel, Email, Texting, Microsoft Teams, Main Street check ordering, Kbase, SimplifyIt, Debt card software, check scanning, accounting software, Inventory software, Project management software, Database software, Order processing software and Timeclock software.
  • Education/Experience: BS/BA Degree and/or 5 years experience in related field. Knowledge of Federal Rules and Regulations is preferred.
  • Certificates and Licenses: CPA or experience with financial institutions.
  • Knowledge, Skills, and Other Abilities: Time management, Communication skills- Oral and Written, Professionalism, and Public speaking skills.
