Description

The Utilities Program Engineer is responsible for overseeing municipal utility engineering initiatives, encompassing various areas such as water supply, wastewater management, stormwater design, and construction oversight.

Key Responsibilities
  • Perform initial assessments of studies and project designs, including plans, specifications, and reports related to utility project construction and maintenance.
  • Engage with contractors, developers, and consulting engineers to discuss plans and developments associated with municipal utility infrastructure.
  • Evaluate plans to ensure adherence to municipal standards.
  • Act as the division liaison for inquiries regarding budget, scheduling, program status, and reporting.
  • Serve as a point of contact for various County organizations concerning funding opportunities at federal, state, and local levels.
  • Oversee specific contracts and assist section managers in contract administration.
  • Coordinate projects with City departments and external stakeholders, including consultants and contractors, ensuring efficient review and revision of project scopes, proposals, and invoices.
  • Review development submissions for compliance with municipal standards and collaborate with administrative teams for application processing.
  • Facilitate project progress through contract reviews, bidding processes, and all contract completion phases as necessary.
  • Supervise the review of project As-Builts and coordinate with utility mapping and GIS programs.
  • Lead pre-construction meetings with consulting engineers to ensure compliance with municipal policies during development activities.
  • Assist in the formulation of the annual capital improvement program.
  • Provide engineering guidance to inspectors to ensure adherence to construction standards.
  • Support staff and vendors in the procurement process for projects.
  • Review and authorize monthly invoices from consulting firms or vendors for assigned projects.
  • Draft correspondence and reports as required.
  • Prepare project status reports on a weekly and monthly basis.
  • Develop and create various division documents and project-related materials.
  • Perform additional duties as assigned.
Qualifications

Education and Experience
  • Bachelor's Degree in Civil Engineering, Project Management, Business Administration, Finance, Public Administration, Urban Planning, Information Technology, or a related field is required. Alternatively, candidates may qualify with a minimum of eight (8) years of relevant experience.
  • Professional Engineer (PE) or Engineering Intern/Engineer in Training (EIT) designation preferred.
  • Experience in utilities and public works engineering projects is essential.
Minimum Qualifications
  • Familiarity with budget management, finance, and project management information systems.
  • Understanding of automated project management documentation and tracking processes.
  • Knowledge of design and construction methodologies.
  • Awareness of laws and regulations governing civil engineering and public works projects.
  • Comprehension of general management practices and principles.
  • Knowledge of public administration and project management principles.
  • Ability to identify, analyze, and resolve problems effectively.
  • Strong interpersonal, communication, and negotiation skills.
  • Capability to coordinate and supervise work performed by others.
  • Proficiency in computer applications and software, including Microsoft Office, GIS, and AutoCAD.
  • Ability to respond appropriately to inquiries from the public and various stakeholders.
  • Skill in managing and resolving issues that arise during project execution.
