About the Role

We are seeking a highly skilled and experienced Information Technology Manager to join our team at the Executive Office of Public Safety and Security (EOPSS). As a key member of our applications development and support team, you will be responsible for providing technical services in support of our agencies' application development and maintenance requirements.

Key Responsibilities
  • Supervise the design and deployment of applications for our agencies, including personnel, vendor, and consultant management, project scheduling, and task assignments.
  • Diagnose complex software problems and supervise response to end-user application problems and issues.
  • Ensure that personnel reporting to you adhere to Commonwealth technical policies and practices.
  • Provide technical support for existing applications used by our agencies.
  • Ensure that all issues are tracked to resolution and maintain service ticket information and logs during problem resolution.
  • Supervise assignments for installation, testing, and problem diagnosis, and provide technical expertise in capacity planning.
  • Provide subject matter expertise to technical staff members in resolving application problems and provide direction and training to technical staff in operations associated with EOPSS applications.
  • Act as a liaison in resolving technical issues involving external agencies and oversee development and maintenance of application documentation.
  • Ensure that standard software installations are implemented and that all calls for service are entered, updated, and closed via Service Now.
  • Provide advice and direction in the procurement of applications/software and act as a liaison with personnel who support other technical disciplines in the resolution of technical issues that impact EOPSS.
  • Provide guidance to and review staff performance and perform other duties as assigned.
Requirements
  • General knowledge of all facets of information technology.
  • Ability to interact with people of all levels in the organization.
  • Ability to manage multiple tasks concurrently and plan and execute projects.
  • Ability to be flexible and manage unpredictable situations and work with vendors/consultants/contractors.
  • Understanding of wireless technology, satellite technology, network protocols, and public safety operations.
  • Knowledge of computer hardware, computer analysis and design, and various programming languages.
  • Ability to follow and provide oral and written instructions, prepare flow charts and diagrams, and supervise, including planning and assigning work according to the nature of the job to be accomplished.
  • Ability to work independent of supervision and within a team environment.
Minimum Entrance Requirements

Applicants must have at least five years of full-time or equivalent part-time professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration, or clinical management, including at least one year in a project management, supervisory, or managerial capacity.

A certificate in a relevant or related field may be substituted for one year of the required experience, a Bachelor's degree in a related field may be substituted for two years of the required experience, a Graduate degree in a related field may be substituted for three years of the required experience, and a Doctorate degree in a related field may be substituted for four years of the required experience.
