Care Center Director

The Care Center Director is responsible for overseeing the daily operations of the Care Center, ensuring the well-being and safety of the children in our care. This role requires strong leadership and management skills, as well as the ability to work effectively with children, families, and staff.
Key Responsibilities
- Provide direct supervision to Care Center supervisors and ensure annual reviews are completed on all staff.
- Ensure appropriate placement occurs in a timely manner in the least restrictive environment.
- Oversee all aspects of the level of care for clients, including regular reviews of level of care in family-like placements, level of care disputes, and ensuring youth are leveled down to the least restrictive environment when appropriate.
- Monitor the effectiveness of current Foster Home, group home, and other placements and services to justify continued utilization of that placement as well as future utilization.
- Monitor non-contract placement placements into SFM foster homes to ensure safety in placements and compliance with Risk Management standards.
- Monitor bed usage in SFM foster homes to ensure continuation of service delivery.
- Develop and maintain relationships with referring agencies, including subcontracting agencies, DCF, JJA, and other stakeholders.
- Monitor the number of youth in congregate care placements to ensure compliance with DCF standards.
- Ensure compliance with Placement Service Standards Manual and Fiscal Guides for DCF placements.
- Assure the client record documentation and management information data is complete and accurate.
- Review and evaluate effectiveness/satisfaction data and implement necessary changes to improve program quality and achieve established outcomes.
- Advise the Vice President of critical trends, problems, or events in the Care Center.
- Ensure continuity of care of services provided and a seamless delivery of these.
- Liaison with the Area Directors and Foster Care Homes Director to review placements, level of care, and to resolve issues between the Care Center personnel and field.
- Liaison with DCF, community providers, Child Placing Agencies, and residential facilities to ensure positive working relationships and safety in placement for youth.
- Ensure acknowledgements are made to DCF in a timely manner and sibling splits are being reviewed.
- Manage the Immediate Response Human Trafficking Team, including training responders, scheduling responders, and reading assessments.
- Liaison with DCF Anti-Human Trafficking Manager, Kansas Department of Corrections, Juvenile Intake and Assessment Centers, and Law Enforcement to ensure Human Trafficking assessments are complete with DCF required timelines.
- Report and assure staff report critical incidents to DCF verbally within 12 hours, written within 24 hours.
- Implement Saint Francis Ministries policies and follow directives as required. Follow and adhere to all pertinent Saint Francis Ministries Standard Operating Procedures (SOP's), rules, personnel policies, and procedures; related accreditation and licensure standards; and federal, state, and local rules, statutes, regulations, and all terms of the contract between Saint Francis Ministries and DCF.
- Report and assure staff report unusual incidents through appropriate Risk Management, clinical, and safety channels.
- Ensure clients' rights are protected. Make sure all clients have received their rights and maintains a signed copy in each resident file.
- Is knowledgeable of and follows all safety procedures.
- Bachelor's degree in Social Work or Addictions Counseling from an accredited college or university.
- Prefer Master's degree in Social Work, Psychology, Addictions Counseling, Marriage and Family Therapy, or Counseling from an accredited college or university.
- Licensed in the state of Kansas, required.
- Prefer three years of experience in the child welfare or mental health field working with children and families.
- Must be 21 years of age.
- Must pass a drug screen, MVR, KBI, Child Abuse and Neglect Central Registry Clearance check, and an Adult Registry check.
- FBI Fingerprint check.
- Lifting requirement of 30-50 lbs.
- Must have a valid driver's license, acceptable driving record, and reliable transportation.
