Job Summary

The Metropolitan Water Reclamation District of Greater Chicago seeks a highly skilled and experienced professional to serve as a Senior Diversity Officer. This role will play a critical part in ensuring the District's Affirmative Action policies are implemented effectively, ensuring compliance with Federal, State, and District laws, regulations, and requirements.

Key Responsibilities

  • Provide technical assistance to internal divisions in developing specifications to include opportunities for Minority, Women-owned, and Small Business Enterprises.
  • Conduct detailed reviews of Minority, Women-owned, and Small Business Enterprises identified to participate in District contracts and prepare related reports.
  • Review contract agreements between contractors and Minority, Women-owned, and Small Business Enterprise sub-contractors and ensure adherence to requirements.
  • Conduct compliance reviews, participate in construction site visits, interviews, and head-counts, audit documentation, and ensure compliance to Affirmative Action requirements.
  • Assemble quarterly and semi-annual reports concerning contractor activities and compliance with current Federal and State requirements, present budgetary information.
  • Monitor computer operations for Affirmative Action systems.
  • Conduct conciliations, hearings, and meetings to investigate Affirmative Action disputes.
  • Serve as a liaison between the District and community and business organizations, provide advice regarding complex contract issues, participate in community outreach functions.
  • Review existing Affirmative Action programs and recommend revisions to Affirmative Action Ordinances.
  • Participate in a variety of special projects such as presentations and research projects.
  • Assign, supervise, and review work, ensure staff compliance with District policies and procedures, including Personnel Rules and Administrative Procedures, complete performance reviews, address employee complaints and grievances, and may recommend employment actions such as hiring, transfer, suspension, promotion, or discharge.

Environmental Conditions

Work is performed in a typical office environment and requires the use of standard office equipment, including computers. Duties performed outside of the office, such as meetings and site visits, require the operation of a motor vehicle.

Desirable Knowledge, Skills, and Abilities

  • Considerable knowledge of Federal and State Equal Employment Opportunity, Affirmative Action, and Minority Business Enterprise laws, regulations, and Executive Orders.
  • Considerable knowledge of District ordinances and policies on Affirmative Action.
  • Some knowledge of supervisory principles and practices.
  • Some knowledge in the use and understanding of computer software related to contract compliance.
  • Basic mathematical skills.
  • Basic skills in statistical methods related to contract compliance assessment.
  • Ability to communicate effectively, orally and in writing.

Absolute Requirements

Possession of a valid driver's license.

Minimum Qualification Requirements

Graduation from a four-year accredited college or university majoring in business or public administration, construction management, or a related field and four years of full-time experience involving monitoring and reviewing affirmative action programs for compliance with state and federal regulations concerned with increased opportunities for the participation of minority, women's, and small business enterprises in government contracts.

Substitution

Additional experience may be substituted for the required education on a year-for-year basis.

Promotional Requirement

  • Two years of service with the District as a Compliance Officer or Diversity Officer.
  • Civil service status in one of the foregoing classifications.
