Job Title: FMS Program Analyst

We are seeking a highly skilled FMS Program Analyst to join our team at Morgan Business Consulting, LLC. As a key member of our team, you will provide programmatic acquisition and financial management support for FMS cases in the F-35 Joint Program Office.

Responsibilities:
  • Provide defense acquisition management support for FMS cases throughout the case lifecycle.
  • Evaluate historical and current financial data to understand the customers' financial situation in accordance with their signed LOA.
  • Develop and brief material to senior client leadership.
  • Track, analyze, and report on financial data using Microsoft Excel.
  • Transcribe and summarize meeting minutes and notes and assist in the preparation and closure of action items.
  • Assist in the scheduling of appointments in support of Government customer, the coordination of arrangements for meetings and conferences, and the arrangement of travel reservations and accommodations.
  • Attend meetings and program reviews, assist with compiling presentations, written materials, and/or electronic communications as required.
Qualifications:
  • At least six (6) total years of related work experience.
  • At least three (3) years providing financial and/or acquisition management support for foreign military sales (FMS) programs in DOD program offices.
  • Familiarity with DoD Instruction 5000.2, and DoD directive International Agreements) and the International Cooperation in Acquisition, Technology and Logistics Handbook.
  • Knowledge of DoD operational and administrative chains of command, including relationships between the various government offices, military services, and defense agencies and field activities.
  • Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan, organize and coordinate critical aspects of development. production, deployment and sustainment of systems, subsystems and equipment.
  • Demonstrated knowledge of Security Assistance/Security Cooperation (SA/SC) programs to include the understanding of the FMS sales process from case development, implementation, execution, to closure in accordance with the Security Assistance Management Manual (SAMM), DoD MX.
  • Proficiency using Microsoft Word, Excel, PowerPoint, and SharePoint.
  • Active DOD SECRET security clearance.
  • Bachelors' degree from in Science, Engineering, International Affairs/Policy or related Discipline from an institution accredited in the United States.
  • Excellent attention to detail, organizational skills, and ability to multitask.
  • Strong verbal and written interpersonal, communication, and presentation skills.
  • Ability to travel domestically and internationally using a credit card or prepaid debit card as required by MBC and/or clients.
  • Attend meetings and provide client support onsite/in person when required.
