Position Title: Environmental Scientist

Location: Albany, NY (Hybrid)

Contract Duration: 12 Months

Project Summary:

The Environmental Scientist is responsible for applying environmental principles to evaluate and ensure adherence to environmental regulations in Canal operations and construction initiatives. This role requires a comprehensive understanding of operational limitations and regulatory obligations.

Key Responsibilities:

  • Utilize environmental and engineering methodologies to assess and guarantee compliance with environmental standards in utility and Canal operations.
  • Gather credible data from operational sites and develop consensus for action within construction or operational settings.
  • Serve as the primary liaison with operational teams and contractors, providing technical expertise in routine environmental compliance matters.
  • Analyze and interpret State and Federal Regulations relevant to Authority operations, including the preparation of applications for necessary permits to ensure compliance with all applicable laws.
  • Draft scopes of work, evaluate bid submissions, assess vendor qualifications, and engage in contract negotiations while ensuring quality assurance through user feedback.
  • Examine external permit applications in accordance with the State Environmental Quality Review Act (SEQRA) regulations.
  • Assess internal project requests and operational tasks against environmental policies and regulations, offering direct support to project managers regarding anticipated permitting needs.
  • Assist operational and construction teams in the effective management and disposal of hazardous and non-hazardous waste.
  • Conduct inspections of waste accumulation and storage areas at operational facilities.
  • Regularly perform audits and field inspections to evaluate compliance with environmental policies and processes, addressing any failures or non-conformities.

Required Skills:

  • In-depth knowledge of operational constraints and regulatory requirements as a staff consultant/expert.
  • Familiarity with state and federal regulations concerning wetlands, waste management, endangered species, and water quality issues.
  • Expertise in various utility and transportation industry challenges, with specialization in specific environmental areas such as permitting, quality assessments, or risk analysis.

Educational Background and Certifications:

  • Bachelor's degree is required; Engineering or a related field is preferred.
  • Completion of RCRA Hazardous Waste and DOT Hazardous Waste Training.
  • 1-5 years of relevant experience is necessary.
