Deputy Program Manager Job Description

Cole Engineering Services is seeking a highly skilled Deputy Program Manager to assist the Program Manager in overseeing the overall contract. This is a challenging and rewarding opportunity for a seasoned professional to join our team and contribute to the success of our clients.

Key Responsibilities:
  • Lead and direct all program activities and personnel, including CESI and subcontractors.
  • Develop and execute project schedules, ensuring timely completion and meeting contractual requirements.
  • Produce financial and technical reports to customers and upper management, highlighting project status and progress.
  • Assign tasks and responsibilities to team members, ensuring effective collaboration and communication.
  • Manage risk mitigation strategies, identifying and addressing potential issues before they impact the project.
  • Serve as the single point of contact for customer reporting, issues, or concerns, providing timely and effective resolution.
  • Interface frequently with other functional areas, such as subcontracts, project control, and support personnel, to ensure seamless coordination and execution.
  • Ensure technical solutions and schedules are implemented effectively and efficiently, meeting contractual performance criteria and deliverables.
  • Oversee the development, testing, documentation, fielding, and support of complex training systems and equipment.
  • Ensure the highest quality of task completion, meeting contractual performance criteria and deliverables in accordance with the contract.
  • Develop long-term and strategic objectives to ensure end-user requirements are satisfied in future years of the contract.
Requirements:
  • Demonstrated ability to lead and manage an organization of more than 50 personnel with annual revenue exceeding $10M.
  • Success in all phases of acquisition management, including scheduling, risk management, budgeting, procurement, and contract administration.
  • Experience managing the design, development, test, fielding, and operation of complex training systems.
  • Consistent success in achieving or exceeding financial goals and customer satisfaction metrics, with the ability to operate independently without extensive supervision.
  • Ability to establish effective working relationships with senior-level customers, technical staff, managers, and peers.
  • Exceptional communication abilities, with a demonstrated capability to coordinate and align efforts between government customers, executives, subcontractors, and team members.
  • Proficiency in computer usage and analyzing comprehensive financial reporting, with a working knowledge of MS Office, MS Project, and EVMS principles.
  • Ability to assess performance of task leaders, team members, and support personnel, and processes being used.
  • Good written and verbal communication skills, with the ability to present effectively.
  • Understanding of multi-level customer/user expectations and concerns, with the ability to assure customers that the program is being managed effectively.
Preferred Qualifications:
  • PMP or DAU level III PM certification, or ability to obtain within one year of hire.
Security Clearance:

Please note that this position requires U.S. Citizenship status and a secret security clearance, which will be specified in the Government's Task Order.
