Job Title: Human Services Program Consultant I

Job Summary:

The State of Florida is seeking a highly skilled Human Services Program Consultant I to join our team. As a key member of our department, you will be responsible for developing and implementing activities associated with HIV/AIDS surveillance activities. This includes investigation of suspected and confirmed cases of Human Immunodeficiency Virus/Acquired Immune Deficiency Syndrome (HIV/AIDS) that is reportable to FDOH.

Responsibilities:

  • Develop and implement activities associated with HIV/AIDS surveillance activities.
  • Investigate suspected and confirmed cases of HIV/AIDS that is reportable to FDOH.
  • Collect, analyze, and report data from surveillance activities.
  • Establish and maintain effective working relationships with medical institutions, medical specialists, and other stakeholders.
  • Provide technical assistance, consultation, and training to state, city, or local health officials, private and public organizations, and institutions.
  • Develop close working relationships with all groups associated with HIV/AIDS surveillance, including organizations for groups at increased risk of HIV/AIDS.
  • Advise and assist county health departments in planning, coordinating, policy making, and evaluating program activities related to HIV/AIDS surveillance.
  • Direct data collection and surveillance activities for assigned providers based on geographical zones.
  • Assist in special epidemiological investigation of all confirmed HIV/AIDS cases that are not members of known risk groups and general field investigations of cases, suspected cases, or HIV/AIDS death.
  • Perform the duties of the HIV/AIDS Surveillance Liaison between FDOH and private and public health care providers, ICPs, and Perinatal Coordinators in all facilities in assigned geographic zones.
  • Assist in the development of methods to expand the system for HIV/AIDS surveillance to ensure 100% reporting of all cases of HIV/AIDS.
  • Provide training in surveillance techniques as required to public and private health care providers.
  • Conduct in-services to doctors, nurses, and case managers regarding HIV/AIDS case reporting and risk documentation.
  • Coordinate special epidemiological investigation of all HIV/AIDS pediatric cases in assigned geographic zones.
  • Participate in MDCHD activities, including Test Miami and other national events such as World AIDS Day, National Testing Day, National Latino HIV/AIDS Awareness Day, and National Black HIV/AIDS Awareness Day.

Requirements:

  • Knowledge of office procedures and practices and the ability to understand and apply applicable rules, regulations, policies, and procedures.
  • Advance knowledge of HIV/AIDS medical diagnostics, laboratories results, and treatments.
  • Knowledge of methods of compiling, organizing, and analyzing data.
  • Ability to utilize problem-solving techniques.
  • Ability to develop various reports.
  • Ability to assess budgetary needs.
  • Ability to prioritize workload.
  • Ability to manage people.
  • Ability to formulate policies and procedures.
  • Ability to plan, organize, and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Knowledge of HIPAA and client confidentiality requirements.

Preferred Qualifications:

  • Valid driver's license and access to a private vehicle to perform job duties.
