Role Summary:
PHS is seeking a Racial Equity Policy Manager to report directly to the Executive Director for Equity Strategic Planning and Programming. This role is pivotal in spearheading the agency-wide execution of Racial Equity Impact Assessments (REIA) for policies, programs, investments, and legislative measures. The selected candidate will also provide expert consultation to partner agencies focused on advancing racial equity.

Key Responsibilities:

  • Lead the development and execution of strategic plans for Racial Equity Impact Assessments across the organization.
  • Collaborate with Division Equity Liaisons and provide training and technical assistance to staff and community stakeholders regarding REIA.
  • Create governance frameworks and assessment tools to evaluate the racial and social equity impacts of proposed initiatives.
  • Oversee the implementation of measurement systems aligned with the agency's Race to Justice Theory of Change.
  • Design methodologies for establishing programmatic targets based on REIA findings.
  • Facilitate the design of measurement tools and surveys to identify and address racial inequities.
  • Promote awareness and understanding of racial and social justice best practices within the organization and the community.

Qualifications:

  • Bachelor's degree in sociology, public administration, or a related field.
  • A minimum of two years of relevant experience in managing community or social justice programs aimed at dismantling structural racism.
  • Proven ability to engage stakeholders and manage projects effectively.
  • Strong commitment to anti-racism and social equity.
  • Exceptional leadership and collaboration skills.
  • Experience addressing diverse dimensions of equity, including race, ethnicity, and socioeconomic status.
  • Knowledge of historical and social factors influencing racial equity initiatives.
  • Ability to develop innovative strategies and evaluate policies for potential biases.
  • Self-motivated and capable of working in dynamic environments with multiple stakeholders.

  • Experience in data collection and analysis.
  • Familiarity with public health sector operations and policies.
