Job Summary

We are seeking a highly skilled and experienced professional to serve as the Assistant Deputy Director for Capital Construction in the City of Boston's Planning Department. This role will play a critical part in managing the operation and administration of the Capital Construction team, overseeing the design, construction, and environmental compliance of all property assets under the department's care and custody.

Key Responsibilities
  • Maintain systems and dashboards to prioritize and track the status of active engineering, design, and construction projects.
  • Plan, schedule, and manage board authorization needed for the advertisement and execution of engineering, design, and construction contracts.
  • Develop, implement, and enforce consistent and uniform policies & procedures for project files and records.
  • Procurements and Contracts
    • Plan, schedule, and oversee the procurement process of all Capital Construction projects.
    • Maintain systems and dashboards to track the status of active contracts and purchase orders.
    • Closely manage the heavy coordination with Finance, Legal, and other teams necessary for the successful execution and administration of contracts.
  • Capital Needs, Capital Plan, and Capital Budget
    • Maintain inventory of identified Capital Needs and track transition into Capital Plan.
    • Maintain active Capital Plan, update budgets, and track project-level funding sources.
    • Coordinate Capital Plan with the Department's Buying Plan.
  • Staff
    • Directly supervise Program Manager; Project Managers; and Project Coordinator positions.
    • Coordinate project assignments among capital construction staff.
    • Review staff work plans and recommend changes where appropriate.
Requirements
  • Work requires ten (10) years of progressively responsible experience in Public Administration, preferably in Construction, Real Estate, or Community Development.
  • A Bachelor's degree in Construction Management, Engineering, Architecture, Urban Planning, Real Estate, Public Administration, or a related field or equivalent, may be used to substitute for two (2) years of the required experience.
  • Understanding of Massachusetts General Laws Chapters 30B, 30-39M, and 149 governing public bidding and public construction.
  • Self-motivated team player who is curious and able to lead cross-functional groups through complex work.
  • Detailed-oriented program management skills.
  • Strong critical thinking skills are required to continuously review internal policies and procedures in order to improve upon and standardize processes.
  • Values-driven leader who prioritizes diversity, inclusivity, and the public good.
  • Must exercise discretion and sound judgment and be capable of handling confidential and highly sensitive information with professionalism and unquestionable integrity.
