Position Overview:
Blue Rose Consulting Group is in search of a Senior Cost Analysis Manager to enhance our collaboration with a federal client. This position is designed as a Hybrid role and is exclusively available to U.S. Citizens.

Key Responsibilities:
- Assist the Department of State's IT Governance Support Services within the Bureau of Consular Affairs.
- Facilitate the decision-making framework for various enterprise-level initiatives, ensuring all tasks are executed efficiently, cost-effectively, and with the utmost quality.
- Design and apply methodologies/tools for accurate Cost Estimation.
- Aid in the formulation of Independent Government Cost Estimates (IGCE) for upcoming contracts.
- Provide cost estimation support for major initiatives and Solution Epics requiring detailed financial analysis.
- Offer general cost estimation assistance to CST Divisions as necessary.
- Conduct independent evaluations of price/cost proposals based on historical data and industry trends.
- Perform annual benefit-cost analyses of all CST Commercial Off-The-Shelf (COTS) products to verify that ongoing investments align with government mission requirements.
- Analyze each CST COTS product for both technical and financial implications.
- Adhere to the Department of State's Benefit-Cost Analysis Process throughout these evaluations.
- Support budget formulation efforts as required.

Qualifications:
Ideal candidates will possess:
- A minimum of 5 years of relevant professional experience.
- Proficiency in benefit-cost analysis and cost estimation techniques.
- Strong quantitative and analytical skills.
- The ability to manage multiple projects, demonstrating prioritization, meticulous attention to detail, and effective follow-through to ensure project completion.

Educational Background:
- A Bachelor's degree in business, finance, economics, mathematics, engineering, or operations research is preferred.
