Project Summary:
The Administration for Children and Families (ACF), part of the U.S. Department of Health and Human Services (HHS), administers the Child Care and Development Fund (CCDF) program. This initiative supports low-income families in accessing quality childcare services. The role involves enhancing and maintaining the Child Care Automated Reporting System (CARS), which is essential for accurate data collection and reporting on the CCDF program.

The CARS project focuses on agile development to adapt to evolving requirements, ensuring that data from various states and territories is processed efficiently. Training and technical assistance (T&TA) are critical components to empower CCDF grantees in utilizing the CARS system effectively.

Role of the Technical Assistance Task Manager
The Technical Assistance Task Manager will be responsible for implementing T&TA services, ensuring that CCDF grantees receive comprehensive support in using the CARS system. This position demands a thorough understanding of federal childcare reporting standards and the technical nuances of the CARS system. Collaboration with the Office of Child Care (OCC) and regional program managers will be essential in developing effective training strategies.

Key Responsibilities:

  • Design and execute a robust T&TA strategy for the CARS initiative.
  • Facilitate training sessions for CCDF grantees, both virtually and in-person.
  • Work closely with the OCC and regional managers to assess T&TA needs and prioritize initiatives.
  • Create and update training materials, technical documents, and user guides.
  • Provide immediate technical support through various communication channels.
  • Conduct site visits to offer tailored assistance and enhance data accuracy.
  • Evaluate the effectiveness of T&TA efforts through participant feedback and data analysis.
  • Ensure all training resources comply with accessibility standards.
  • Lead a team of technical specialists and trainers, offering guidance and support.
  • Research and develop training courses and materials.
  • Prepare instructional and student materials for training sessions.
  • Deliver formal training through workshops and seminars.
  • Monitor training progress and provide insights to project leadership.

Qualifications:

  • Bachelor's degree in Education, Information Technology, Public Administration, or a related field; Master's degree preferred.
  • At least 15 years of experience in training and technical assistance, ideally within a federal or state program context.
  • In-depth knowledge of the Child Care and Development Fund (CCDF) and its stakeholders.
  • Strong grasp of federal childcare reporting requirements and data management systems.
  • Experience in developing and delivering training programs, both in-person and online.
  • Exceptional communication and interpersonal skills to engage diverse stakeholders.
  • Proven leadership abilities to manage a team of technical experts.
  • Strong organizational skills with the capacity to handle multiple priorities.
  • Familiarity with accessibility standards in training material development.
  • Proficient in virtual training technologies.
