Job Summary

We are seeking a highly experienced Technical Program Manager to lead our IT service delivery projects and programs. As a key member of our team, you will be responsible for ensuring the successful delivery of services in accordance with contract requirements.

Key Responsibilities
  • Develop and maintain project management plans that outline products and services to be delivered, key milestones, and activities.
  • Develop and execute communications plans, quality management plans, risk management and mitigation plans, and change and configuration plans.
  • Work with stakeholders to identify key performance indicators (KPIs) to assess quality and performance.
  • Ensure KPI performance metrics are collected, analyzed, and reported to government stakeholders.
  • Ensure tasks necessary to operate and maintain Oracle Business Intelligence Enterprise Edition (OBIEE) and Oracle Databases are performed in accordance with Standard Operating Procedures (SOPs).
  • Ensure tasks necessary to operate and maintain Tableau Server and Desktop environments are performed in accordance with SOPs.
  • Ensure all recurring and ad hoc business intelligence reporting is performed in accordance with SOPs.
  • Participate in and facilitate triage and troubleshooting calls to debug, determine root cause, and mitigate issues within systems and/or reporting.
  • Make recommendations to improve system performance and reliability.
  • Ensure approved enhancements to business intelligence reporting follow the Software Development Lifecycle (SDLC).
  • Collaborate with government to document and implement change management policies, procedures, and processes.
  • Identify and escalate risk in accordance with risk management plan.
  • Ensure systems and applications within Enterprise Data Warehouse (EDW) are secured in accordance with agency and federal policy and regulations.
  • Gather and report performance metrics weekly, monthly, and quarterly.
  • Facilitate monthly progress reviews with government customer and with Team senior leadership.
Requirements
  • Outstanding leadership, management, and communication skills.
  • Take Charge and Lead leadership style.
  • Ability to effectively work with multiple stakeholders who may have competing priorities.
  • Prior federal government program management experience.
  • 15+ years of experience managing IT service delivery projects and programs of similar size and scale.
  • Experience managing large-scale data warehousing and data analytic projects utilizing OBIEE and Oracle Relational Databases.
  • Experience with dashboarding technologies such as Tableau and PowerBI.
  • Experience with SAS Linux Platform.
  • Experience planning and performing data and system migrations from on-premise environments to the Cloud.
  • Professional Certifications: Project Management Professional (PMP) Required.
  • Years of Professional Experience: 15+ years.
  • Desired experience: Prior experience in a federal data warehouse and understanding of government procedures and regulations is preferred.
  • Formal Education: Bachelor's degree in Computer Science, Electronic Engineering, or other Engineering technical discipline. 10 years of additional relevant experience may be substituted for degree.
  • Citizenship Requirement: U.S. Citizenship required for this specific opportunity.
  • Security Clearance Requirements: Must possess or qualify for a Public Trust (MBI) at Tier 2 moderate level or higher.
