Recreation Manager

As a Recreation Manager with the City of Kerrville, TX, you will be responsible for managing, operating, and maintaining all aspects of aquatics, athletic, and recreation programs, as well as community special events year-round. This includes supervising and coordinating staff, planning, managing, and marketing programs, events, and facilities, preparing and monitoring budgets, and interacting with city departments, employees, other agencies, and citizens.
Key Responsibilities
Manage the Aquatics, Community events, Recreation, Tennis and other assigned divisions and personnel, including hiring, training, developing, and scheduling of staff.
Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures, assess and monitor workload, administrative and support functions, and internal reporting relationships, and identify opportunities for improvement.
Maintain harmony among staff and resolve conflicts/grievances, assist subordinates in understanding/performing duties, adjust procedures as needed, coordinate internal and external work teams, and address errors and complaints.
Effectively manage operations, programs, and marketing through proper allocation of staff, equipment, and budget, create, maintain, and be accountable for accurate records, expenditure and revenue budgets, and cash handling.
Conduct revenue collection by ensuring guests pay published and City Council-approved fees, setting up the system when fees are collected, checking for accuracy, balancing cash drawer, training staff to collect fees, and preparation of deposits, and abiding by City cash handling policies.
Manage and participate in the development and administration of the budgets of assigned divisions, oversee all fiscal areas and performance of assigned divisions, produce programs and special events from conception to completion, and be responsible for the organization, implementation, coordination, and evaluation of all aspects of activities, events, and programs.
Maximize planning and best practices to ensure success of such activities, maximize revenue production through creative programming, sponsorships, grants, and quality control, stay abreast of new trends and innovations in the Parks and Recreation industry, and be responsible for all marketing initiatives for the assigned divisions, department in general, and other marketing tasks as assigned to ensure maximum media coverage and community engagement.
Monitor and ensure safety of staff and participants involved in programs, events, and/or using facilities, create and maintain emergency inclement weather and safety procedures and systems, develop and implement safety and training programs, establish programs that limit the severity and number of on-the-job injuries and accidents, respond to public inquiries, problem-solve, de-escalate, and work to create and maintain positive public relations for the department and City, act as the official division representative, and provide assistance to other City departments and outside agencies.
Assist department leadership as assigned, ensure compliance with insurance, legal, health, and safety obligations, ensure compliance with all applicable local, state, and federal regulations and laws, and perform other duties as may be assigned.
Requirements
Strong aquatics, athletics, recreation, special event planning, operations, programming, marketing, and budgeting skills.
Excellent communication, supervisory, leadership, and time management skills.
Ability to effectively plan, organize, and maintain records, implement written policies, and maintain good working relationships with people of all ages.
Ability to exercise good judgment and provide technical assistance to assigned staff and other city staff, analyze problems, and present appropriate recommendations.
Ability to work both independently and with a team, work with money, add, subtract, count, complete attendance and accounting reports, and maintain regular and predictable attendance.
Possession of a Bachelor's degree in Parks, Recreation, and Tourism or related field, minimum of 2 years supervisory experience required, possession of a valid Texas Class C driver's license, and certification in Jeff Ellis & Associates ILTP Lifeguard Instructor and Swimming Program Coordinator or the ability to obtain within the first 6 months of employment.
