Deputy Chief Information Security Officer and IT Security Manager II

Job Summary
This position is responsible for managing, guiding, and leading the cybersecurity team to ensure effective protection of the State of New Mexico's devices, computer networks, and data. The Deputy CISO will develop statewide IT security and compliance policies and standards, and work closely with state agencies to implement information security policies, processes, technologies, and best practices.
Key Responsibilities
- Strategic leadership, guidance, and counsel to the State CISO and CSO executive management to plan and define objectives for a comprehensive information security program.
- Oversee the operations of the Security and Compliance Admin Team, including setting objectives, assigning tasks, and monitoring performance.
- Establish security and compliance standards and goals, define security strategies, metrics, reporting mechanisms, and program services.
- Lead the implementation of policies and practices to secure protected and sensitive data, and ensure information security and compliance with legislation and legal interpretation.
- Provide leadership support to the CISO for all security incidents and act as a control point during cyber attacks.
- Provide oversight on vulnerability management, including maintaining a centralized scanning environment, identifying scan targets, listing and scheduling scans, and working with target owners to remediate identified vulnerabilities.
- Lead the disaster recovery program, including auditing and testing recovery plans, promoting the importance of disaster recovery and continuity planning to agencies, and performing business impact analyses.
Requirements
- Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree.
- At least ten (10) years of experience in IT security or compliance validation.
- At least four (4) years of supervising a security/compliance team.
Working Conditions
This position will work in an office environment with exposure to Visual/Video Display Terminal (VDT) and extensive telephone and personal computer usage. The person must be able to operate a computer, keyboard, and mouse, and work extended periods seated in front of a computer. Direct client interaction and some travel may be required.
