Position Overview

The Accountant role is integral to the financial operations of HACS, employing accounting principles within a computerized accounting framework. This position is responsible for general accounting tasks and ensuring precise record-keeping of financial accounts. The Accountant will oversee expenditures and generate monthly financial reports, in addition to handling accounts receivable, accounts payable, payroll, and other related functions within the accounting department.

Key Responsibilities:

The Accountant will provide essential support to the CFO and Deputy CFO regarding financial and accounting matters. Responsibilities include maintaining general ledgers for all programs, preparing journal entries, conducting account analysis and reconciliations, closing monthly books, and establishing new accounts and budgets. Specific duties include:
  • Reviewing program revenues and expenditures with relevant department heads and offering insights on discrepancies or concerns.
  • Processing invoices accurately and timely.
  • Maintaining detailed schedules for non-cash balance sheet accounts and preparing monthly accruals, depreciation, and pre-paid expenses.
  • Coordinating the submission of financial reports to regulatory bodies as required.
  • Monitoring expenses to ensure alignment with budgetary guidelines and reporting variances to management.
  • Overseeing accounts receivable and collection activities to ensure timely reductions in outstanding balances.
  • Ensuring compliance with HUD financial management standards.
  • Preparing materials for annual audits and assisting audit personnel with year-end financial report submissions.
  • Supervising the creation of special financial reports as needed.
  • Processing HAP/Admin Fee receipts for administered vouchers.
  • Collaborating with department heads to address cash flow and funding discrepancies.
  • Providing technical guidance to enhance the efficiency of the accounting department.
  • Making recommendations to the Finance Manager on accounting-related issues.
  • Reviewing bank statement reconciliations monthly to identify outstanding items.
  • Reviewing accounts payable check runs to ensure accuracy and sufficient funding.
Additional Responsibilities:
  • Assisting senior management with special projects and administrative tasks.
  • Responding to inquiries from regulatory personnel and resolving issues as they arise.
  • Performing other duties as assigned.
Qualifications:
- Bachelor's degree in Accounting or Finance.
- Demonstrated experience in financial services or a related field.
- Strong proficiency in financial report preparation.
- Knowledge of tax regulations and compliance standards.
- Exceptional analytical and problem-solving abilities.
