Natchez, Mississippi, United States U.S. Department of the Interior Full time

Clarification from the agency

Open to Current and former Federal employees, VEOA eligibles, Individuals with disabilities, Land Management Workforce Flexibility Act (LMWFA) eligibles, Military Spouses, Special authorities, Former Public Land Corp (PLC) Member and ICTAP/CTAP eligibles.

Responsibilities

This position is a Career-Seasonal role, subject to release and recall procedures. A permanent career-seasonal position encompasses all the benefits of permanent employment, yet does not guarantee year-round work. As such, selectees will be in a non-pay/non-duty status (October) for a minimum of 2 weeks to 6 months annually, depending on project requirements or weather conditions. Selectees are assured of working at least 6 months per year, but not exceeding 50 weeks per year, with the work schedule determined upon appointment. The typical operational season for the relevant National Park is from March through October, though variability may occur due to project needs or weather conditions.

The incumbent functions as a museum technician within a museum facility in a National Park Service organization. The primary purpose of this role is to execute a comprehensive range of intricate curatorial support tasks within a museum setting.

Technician responsibilities are generally associated with and supportive of a professional domain; tasks may involve significant elements of the professional field's work but necessitate less than complete expertise in the involved field. This position is designed to report to a specialist or resources manager in the same or a related domain. If the incumbent is not overseen by a professional specialist (i.e., an archivist or curator), then technical guidance must be sought from a specialist in a central office or center.

This role is differentiated from similar positions at the GS-06 level in the following aspects: assignments necessitate that the incumbent possess greater knowledge, experience, and judgment to complete a variety of conventional projects of relatively limited scope; independently resolve issues for which precedents exist; select the most suitable course of action from several alternatives for planning and executing work; and apply a broad range of conventional methods and solutions to new scenarios. Consequently, this position has a wider scope and impact; unlike lower-graded roles, this position directly influences the design, operation, and adequacy of cultural resource activities.

Conditions of Employment

  • U.S. Citizenship is required.
  • Appointment is subject to background investigation and favorable adjudication.
  • Compliance with Selective Service Registration Act requirements for males is necessary.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime, and shift work.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.
  • You will be required to complete an initial probationary period.

Qualifications

All qualifications must be met by the closing date of this announcement unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine the number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: operation or management of a museum or similar collection of valuable objects; collection management, registration, cataloging, research, preservation, restoration, or conservation of collections of museum material, or other related experience. You must include hours per week worked.
-OR-
EDUCATION: Successful completion of at least 1 full academic year of related graduate-level education or superior academic achievement. You must include transcripts.
-OR-
Successful completion of a combination of education and experience as described above. Equivalent combinations of education and experience are qualifying. The total must equal at least 100 percent to qualify. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years, and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in the interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
