The Division of Finance at West Virginia University is actively seeking applications for a Senior Strategic Financial Consultant.

Opportunity Highlights

The Senior Strategic Financial Consultant (SFC) plays a crucial role in assisting unit Executive leadership with strategic financial planning and objective setting to foster and enhance growth within the unit. This position offers extensive expertise in long-term financial forecasting and budgeting, ensuring that unit Executive leadership is well-informed about financial activities and expectations, enabling confident financial decision-making.

The Senior SFC regularly collaborates with the Division of Finance, Talent and Culture, and teams within the Shared Service Center. This role independently manages functional projects and various initiatives while also serving as a backup for AFP unit leadership when necessary. Staying updated on financial policies, plans, and regulatory changes is essential.

This position provides Tier 3 support (via phone, email, and chat) to employees/customers regarding unit-specific financial policies, plans, and processes. Building strong relationships within the college/school or unit(s) served and fostering a culture focused on exceptional customer service is a key responsibility.

Key Responsibilities

  • Develops the annual budget for the supported unit(s) at a divisional level and provides recommendations to align divisional objectives with fiscal year budget planning.
  • Independently reviews variance budget reports with unit Executive leadership, addressing potential funding concerns and proposing corrective measures.
  • Creates quarterly and multi-year forecasts for the unit, sharing insights with Executive leadership and the Division of Finance.
  • Generates quarterly financial reports at the division level, discussing them with unit Executive leadership and providing analysis on budget utilization.
  • Identifies funding sources for new hires and collaborates with HR Partners to address any funding concerns.
  • Reviews monthly reconciliation reports and provides escalation support for transaction approvals.
  • Approves applications for State, Research, and Foundation PCard, large purchases, and disseminates updated PCard policies.
  • Handles requests for association membership dues, student awards/scholarships, and vendor payments.
  • Initiates requests for new funds/DAs and updates the Service Center on changes to fund usage.
  • Completes quarterly asset and liability reports and reviews quarterly representation letters.
  • Initiates cash transfers, internal loan requests, and budget modifications.
  • Calculates and distributes returns to departments and faculty.
  • Engages with the Division of Finance, Talent and Culture, and Shared Service leadership to resolve complex inquiries.
  • Utilizes case management tools to track and escalate employee inquiries.
  • Collaborates with the Division of Finance and Shared Service Center staff to develop training sessions on financial policies and budget management.
  • Maintains established service levels for handling inquiries and transactions.
  • Works closely with Unit Executive and Senior Finance Leadership on special projects.
  • Ensures timely delivery of project deliverables and documentation.
  • Provides input for the development of financial and budgeting processes in consultation with AFP leadership.
Qualifications
  • Bachelor's degree in Accounting, Finance, or a related field.
  • A minimum of five (5) years of professional experience in finance, accounting, or fiscal management.
  • Experience with financial EFP systems, such as Oracle.
  • Proficiency in Microsoft Office Suite, particularly Excel, Word, and PowerPoint.
  • Any equivalent combination of education and experience will be considered.
  • All qualifications must be met by the time of employment.
