Job Overview:
This position may be filled at one of the following levels:

Internal Auditor I: Salary Range: $59,759.96 - $76,176.36 per year.

Internal Auditor II: Salary Range: $66,028.04 - $84,171.36 per year.

Internal Auditor III: Salary Range: $72,970.92 - $93,033.28 per year.

Position Summary:
The role entails providing independent and objective assurance and consulting services aimed at enhancing the operations of URS and PEHP. The auditor will assist in achieving organizational objectives by employing a systematic and disciplined approach to evaluate and enhance the effectiveness of risk management, control, and governance processes. The auditor will conduct limited scope audits with minimal guidance and independently manage basic full scope audits.

Key Responsibilities:

  1. Report to and advise the Internal Audit Manager on accounting, operational, and management controls.
  2. Monitor control systems for efficiency and adequacy, recommending and implementing corrective actions as necessary.
  3. Assist the Internal Audit Director in long-term planning and setting audit priorities.
  4. Conduct comprehensive audits across financial, operational, and regulatory domains to ensure asset protection and proper transaction authorization.
  5. Perform field audits of external advisors and participating units as directed by management or the Audit Committee.
  6. Communicate audit findings verbally and in writing to relevant stakeholders, including the auditee, Internal Audit Manager, and upper management.
  7. Conduct on-site evaluations of properties within the Utah Retirement Systems real estate portfolio, assessing internal controls, contracts, financial statements, leases, and other complex transactions.
  8. Review compliance with established plans, policies, procedures, and control systems, ensuring adherence to regulatory and statutory requirements.
  9. Identify potential indicators of fraud.
  10. Ensure compliance with Generally Accepted Accounting Principles (GAAP) and related technical standards.
  11. Prepare and submit work papers and audit reports for review.
  12. Utilize basic computer-assisted audit techniques.
  13. Collaborate with department heads to resolve audit-related issues and implement recommendations.
  14. Develop technical flow charts illustrating significant transaction cycles and prepare control evaluation worksheets.
  15. Conduct statistical and analytical reviews of financial and operational data.
  16. Draft audit plans and define objectives.
  17. Create audit programs and develop tailored procedures to meet audit goals.
  18. Maintain organized working papers that document scope, procedures, findings, conclusions, and recommendations.
  19. Assist the Internal Audit Director in preparing for independent quality reviews.
  20. Evaluate payroll and contribution records of participating units and their operational procedures.
  21. Conduct external audits of investment advisors and participating units.
  22. Adhere to The Institute of Internal Auditors Code of Ethics.
  23. Conduct audits in line with the International Professional Practices Framework established by The Institute of Internal Auditors.
  24. Complete 120 hours of Continuing Professional Education (CPE) every three years (approximately 40 hours annually) as mandated by the department.
  25. Maintain strict confidentiality in all matters.
  26. Perform additional related duties as required.

Required Qualifications:
Internal Auditor I: Bachelor’s degree in accounting, business, or a related field, or an equivalent combination of education and experience in conducting comprehensive audits.

Internal Auditor II: Bachelor’s degree in accounting, business, or a related field; AND three years of relevant experience in comprehensive audits; OR an equivalent combination of education and experience.

Internal Auditor III: Bachelor’s degree in accounting, business, or a related field; AND four years of relevant experience in comprehensive audits; OR an equivalent combination of education and experience. A master’s degree is preferred.

Preferred Certifications: Certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), Certified Government Auditing Professional (CGAP), Certified Risk Management Assurance (CRMA), and/or Certified Fraud Examiner (CFE) is preferred.

Knowledge, Skills, and Abilities:
This position requires a working knowledge of basic computer-assisted auditing techniques, analytical and critical thinking skills, and familiarity with technical, financial, and program auditing methods. Strong communication skills, both verbal and written, are essential for drafting reports and establishing effective working relationships.

Work Environment:
The incumbent will work in a typical office setting with appropriate climate controls, engaging in various physical activities that do not generally involve muscular strain. Occasional travel for business purposes may be required.
