Position Overview – The Advanced Self-Sufficiency Consultant represents a high-level role within the Self-Sufficiency Specialist series. This position involves providing expert consultation on intricate cases and managing assignments that necessitate handling sensitive and confidential information. The consultant will engage in projects that demand extensive knowledge of various public assistance functions and programs, including VIEW, fraud investigation, child care, and employment services. This role is dedicated entirely to Employment Services or a combination of Benefits and Employment Services, with work conducted independently in alignment with established guidelines and standards. Distinction from Senior Specialist – The Advanced Consultant is differentiated from the Senior Specialist role by the latter's responsibilities in leading teams, guiding fellow specialists, and assisting supervisors with case reviews and staff coverage as needed. Key Responsibilities (Illustrative Only) – Assess eligibility for programs, analyze data collected through interviews and investigations, verify client finances, residency, and employment resources, ensuring consistency and accuracy to prevent underpayments, overpayments, and fraud; Monitor program effectiveness, identify trends, and compile seasonal, quarterly, and annual reports; Participate in task forces, strategic planning initiatives, mentor volunteers and new employees, conduct training sessions, and engage in outreach activities; Provide statistical data and information to support budget proposals; interview clients with questionable statements to determine eligibility; Clarify program details and the rights and responsibilities of applicants and recipients, conducting follow-ups as necessary; Manage a caseload of clients receiving public assistance and employment services, addressing complex issues; Develop tailored employment and child care plans for clients facing significant challenges; Serve as a resource for staff and the public regarding employment services, VIEW, and eligibility requirements; Oversee and enhance job readiness and job search workshops; Collaborate with employers to create job opportunities for clients and organize job fairs; Address inquiries related to policies and procedures; and Maintain accurate records, prepare reports, and submit necessary summaries and information. Knowledge, Skills, and Abilities: Knowledge- Extensive knowledge of applicable laws, codes, policies, and procedures related to public assistance, employment services, and child care programs; understanding of human behavior; financial assistance programs sufficient to assess benefits eligibility; human services programs and their interrelations; strategic planning processes; mathematical skills for calculating percentages and averages; and interviewing techniques for data collection and investigation. Skills- Proficiency in operating personal computers and relevant office and agency software. Abilities- Proven ability to manage complex cases; apply public assistance, employment services, and child care program policies to make independent eligibility and employability decisions; identify client employment needs and create responsive employment plans; effectively communicate in public settings to promote agency programs; engage with a diverse range of individuals, including clients, employers, and professionals; interview clients, gather information, and make referrals; assess client ownership in multi-ownership situations; analyze clients' needs through comprehensive data collection; utilize automated technology for case management; uphold professional ethics concerning confidentiality; exercise sound judgment and resourcefulness in problem-solving; and foster positive working relationships with clients, agencies, and the public.
