Introduction

Storm Water Services is dedicated to enhancing the City of Charlotte by ensuring the effective management of surface waters and the safe conveyance of rainwater through well-maintained storm drainage systems. Each year, significant investments are made in capital improvements, with staff overseeing numerous storm drainage enhancement projects. As one of the largest stormwater utilities in the Southeast, Storm Water Services manages approximately 215,000 customer accounts and employs over 200 full-time professionals.

Summary

This role is situated within the Storm Water Services Engineering and Design Division, primarily focusing on applying project management expertise to the planning, design, and execution of storm drainage improvement and water quality enhancement initiatives. The position supports a hybrid work model and involves overseeing engineering consultants responsible for project planning, design, and construction administration. The manager will handle multiple ongoing projects of diverse scope, complexity, and financial parameters, with budgets ranging from $100,000 to over $5 million.

Major Duties and Responsibilities

Conduct thorough technical evaluations of consultant-prepared planning documents, construction plans, cost estimates, and contract specifications to ensure technical accuracy, consistency, and feasibility. Oversee project timelines, budgets, and design specifications for storm drainage enhancement initiatives. Act as the primary liaison for clients and community members on all assigned projects. Deliver exceptional customer service by serving as a key resource within the division and team. Execute additional responsibilities as assigned.

Knowledge, Skills & Abilities

Proficient in managing project tasks, including proactive oversight of critical paths in project initiation, planning, execution, and closure using project management software. Strong verbal and written communication skills. Ability to cultivate and maintain effective working relationships with colleagues, departments, city officials, and the public. Familiarity with the Charlotte-Mecklenburg Storm Water Design Manual, City of Charlotte Land Development Standards, NCDOT Standards and Specifications, and other local regulations and guidelines. Competence in planning, prioritizing, and organizing work to complete assignments with minimal oversight. Capability to apply conflict resolution strategies and collaborate effectively with others. Advanced computer skills, including proficiency in Microsoft Office Suite (Word and Excel). Ability to interpret, analyze, prepare, and articulate complex technical reports, data, specifications, and recommendations. Possession of a valid driver's license and a clean driving record, with the ability to obtain and maintain a City Driving Permit.

Preferred Qualifications

Professional Engineer licensure. Bilingual communication skills in English and Spanish. Progressive experience in the planning, design, and construction of storm drainage systems.

Minimum Qualifications

Bachelor's degree in Engineering with five years of relevant experience.

Or

Master's degree with three years of relevant experience.

Salary

$88, $98,517.00, commensurate with experience.

Conditions of Employment

The City's Background Check Policy mandates that background checks be conducted on final candidates applying for any position with the City of Charlotte.
