Lead Human Capital Strategy Analyst

This role is integral to the Air Force Elements within the U.S. Transportation Command.
Key Responsibilities
As a Lead Human Capital Strategy Analyst, your primary duties will encompass:
- Strategically overseeing and managing the operations of the Human Capital Strategy and Analytics Division, ensuring adherence to all legal and regulatory standards while fulfilling the needs of our stakeholders.
- Collecting, integrating, and interpreting personnel data—both military and civilian—using advanced statistical methods and software to deliver comprehensive insights that inform leadership decisions regarding human capital management.
- Exercising supervisory responsibilities to manage personnel effectively and represent the Human Capital Analytics Division across various organizational and functional entities.
- Crafting and presenting detailed reports and engaging presentations, including briefings, training sessions, and consultations with command leadership, supervisors, and team members, while also facilitating conferences as a USTRANSCOM representative.
Qualifications
To qualify for this position at the GS-13 level, candidates must demonstrate the following:
- A minimum of one year of specialized experience equivalent to the GS-12 level in federal service, focusing on the research, interpretation, and application of guidelines and policies related to workforce management for military and civilian personnel.
- Proven ability to establish objectives that align human capital analytics with organizational strategies, workforce planning, and transformation goals.
- Experience in developing automated solutions for generating HR management reports and visual data presentations through data analysis software and statistical techniques.
- Consideration will be given to all relevant experience, including volunteer roles that enhance skills applicable to this position.
