About the Role

Baltimore Children and Youth Fund is seeking a strategic and community-centered Program Officer to build and implement participatory grantmaking, lead site visits, and provide technical assistance to grantees. The ideal candidate will have experience assessing organizational performance, leadership, strategy, and financial sustainability. They will have highly developed organizational and project management skills, including prioritization, time management, handling pressure, and meeting deadlines.

Key Responsibilities
  • Review, track, and evaluate the grantmaking portfolio to assess the overall effectiveness of grants.
  • Ensure knowledge, interactions, and data related to portfolios are captured in the grantmaking system and communicated to staff and trustees.
  • Review grant applications for completeness and adherence to internal grantmaking guidelines.
  • Conduct the full range of activities required to prepare, submit, and manage grant proposals.
  • Lead cross-organizational work for grants management.
  • Advise on program design, monitoring, and evaluation.
  • Comply with all grant reporting requirements.
  • Collaborate with the Data Management and Evaluation Director to update and access grantee data.
  • Create quarterly reports for each grantee.
  • Maintain current records in the database, including grant tracking and reporting.
  • Work with the Finance & Grants Compliance Associates to ensure they have all supporting documentation needed for auditing purposes.
  • Develop, refine, and maintain CMS reporting functionality.
  • Collaborate in the review of concept notes, grant requests, final recommendations, and grant reports.
  • Advise on program strategy development.
Requirements
  • Three to five years of significant experience in youth development, philanthropy, and social justice.
  • Track record of successfully leading and developing initiatives and comfort within highly collaborative organizations and cross-functional teams.
  • Demonstrated experience with providing technical assistance, facilitating meetings, and strong research and writing skills suitable for varied audiences.
  • Attention to detail, ability to scope out errors, and willingness to fix mistakes.
  • Ability to manage multiple tasks and projects at once.
  • Flexible, patient, and able to stay gracious under pressure.
  • High level of integrity and discretion in handling confidential information.
  • Innovative thinking, willingness to voice opinions, and strong work ethic.
  • Ability to build positive relationships with colleagues and be willing to help others.
