Position Summary

The Lead Product Engineering Manager is tasked with overseeing the product engineering division within the Office of Finance. This role encompasses a broad spectrum of business technology, focusing on critical areas such as debt issuance, debt servicing, and comprehensive financial reporting. The Manager will be responsible for coordinating a portfolio of business applications across various internal and external product engineering teams, ensuring uniformity and optimal performance in IT-related activities that support the organization's objectives.

Key Responsibilities
  • Oversee the Product Engineering division to deliver technological solutions aligned with business requirements.
  • Establish a dynamic and efficient agile software engineering practice.

  • Prioritize, sequence, and ensure timely delivery of projects with a high standard of quality.

  • Manage technical, application, and engineering dependencies across various internal and external product teams.
  • Ensure consistency and alignment across technology stacks, design choices, and implementations.
  • Drive decisions regarding technical architecture and processes to enhance delivery speed, resilience, and external API access.
  • Enhance the reliability, efficiency, and operability of fault-tolerant distributed systems.
  • Implement tools and mechanisms to monitor and understand the health of production systems.
  • Recruit, inspire, mentor, and lead teams of skilled Application Development Managers and Software Engineers in product development.
  • Support the diversity and inclusion strategy by adhering to policies that ensure opportunities for all employees and diverse business partners.
  • Perform additional duties as assigned.
Qualifications
  • Bachelor's degree in Computer Science, Information Systems, or a related field, or equivalent work experience.
  • A minimum of 10 years of progressive experience, including at least 2 years in leadership roles managing multiple Application Engineering teams.
  • At least 5 years of experience in designing and developing customer-facing, mission-critical applications.
  • Extensive knowledge of modern and agile engineering practices and methodologies.
  • Strong understanding of emerging technologies such as AI, ML, and Quantum Computing.
  • Experience managing teams that design and develop microservice-based solutions in an agile environment.
  • Experience in software development within a highly regulated and audited context.
  • Experience managing technical and staffing budgets.
  • Proven track record of recruiting talented technical personnel.
  • Demonstrated commitment to diversity and inclusion.
  • Ability to listen and integrate ideas from diverse groups, build respectful relationships, collaborate effectively, and resolve conflicts constructively.
