Position Title: Environmental Control Supervisor Position Type: Regular - Full-Time Position Location: Burley Requisition ID: 31038 JOB SUMMARY The broad objective of the Environmental Control Supervisor is to effectively manage and implement policies and programs as they relate to environmental compliance for McCain Foods USA - Burley, ID facility. The incumbent will initiate, develop, plan, and implement operational, maintenance, and project activities to support the facility environmental compliance functions. The Environmental Control Supervisor will also monitor and assess manufacturing operations from an environmental compliance perspective, and coordinate environmental compliance work activities with McCain standards, initiatives, and requirements. The incumbent will also communicate environmental issues to the Director of Environmental Engineering, Environmental Engineer, and Senior Management when requested.ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.Environmental Permit Establishment and Implementation:Develop Environmental Permit ApplicationsImplement permit provisions through establishing or revising management plans and facilitating engineering studies as requiredLead permit implementation and reporting for air permitting, wastewater, water supply, storm water, SPCC, and waste handlingSolicit consultant assistance as requiredEnvironmental Personnel Development and Consultation:Act as an information clearinghouse on environmental regulationsEvaluate, develop, and mentor facility personnel in the environmental areaProvide consultation services to the facility on environmental affairsEnvironmental Program Development and Implementation:Establish and develop plant maintenance programs for wastewater treatment and water supplyEstablish environmental management systems (EMS) to assess environmental performance on an on-going basisManage the site ISO14001 certification programCommunicate environmental concerns and liabilities to managementDevelop, implement, and report the environmental Key Performance Indicators (KPI's)Develop, maintain, and report the Environmental Action Plans (EAP's)Identify new technologies, procedures, and vendors; implementing best practicesChemical program establishment and implementation for water supply and wastewater treatmentOperational program and procedure development associated with wastewater treatment, water supply bi-product (waste) management, air emissions, hazardous waste, non-hazardous waste and storm waterEnvironmental Regulatory Compliance:Environmental program auditing and evaluationEnvironmental regulation (Federal and State) review and interpretationInterface with regulatory agencies on environmental compliance issuesRegulation development intervention (Public hearings, Committees)Project Design, Contracting, and Construction ManagementProvide input for project design, contracting and construction management assistance on wastewater structures, by-product management systems, air emissions control equipmentTreatment and water supply system alterations or expansions, pipelines and storageProject Development and Capital Budget ProposalsAct as a resource for Basis of Design (BOD) documentation and functional descriptionProvide research and recommendations for capital budget proposals for evaluationInterface with management to develop budgetsInterface with local management and corporate engineering to develop environmental projectsSupervise Water Supply and Wastewater Treatment Plant Operations:Communicate effectively, both written and verbally, with subordinates, supervisors and managersDirect adequate timely maintenance functions to ensure minimum downtime and problems optimizing equipment and manpowerEvaluate, develop, and mentor plant level environmental personnelExercise direct authority over all environmental functions and personnel in accordance with approved policies and proceduresInspect facilities, analyze and evaluate O & M functions, review records and data, interview and select new O & M personnel, initiate or recommend new or improved O & M methods or practices.Performance personnel evaluations and initiate personnel actions such as hiring, terminations, promotions, etc.Plan, organize and direct the operation, maintenance modification and improvement for the water and wastewater treatment plantPrepare, administer, and monitor operational budgets to attain financial objectivesPrepare monthly reports to state and federal regulatory agenciesRecommend additions or improvements to the treatment facilities and analyze their cost effectivenessSchedule employee work schedules and vacationsTrain department personnel in the safest and most efficient job performance methodsAssist, advise and counsel with members of plant operating departments to more effectively control utilization of water and waste within departmentsMaintain efficient operation of the existing waste disposal equipment and search for innovative changes or recommendations that work towards a more efficient operationKeep abreast of all changes that relate to waste disposal that could help or hinder the performance of the facilitiesDevelop a full knowledge of all phases of the overall plant operations and their relationship to the control of the waste and environmentMust conduct surveys to ensure the waste system and storm water systems are adequate and that the designed levels of expectation will be capable of future needs and requirementsOther Duties as assigned.QUALIFICATIONSTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.EDUCATION and/or EXPERIENCE:Minimum: Bachelor of Science Degree from four-year College or university, and/or five years' experience in the operation and maintenance of water or wastewater facilities, industrial waste, water supply concepts or related.Preferred: Minimum plus three (3) to five (5) years of experience in the operation and maintenance of water or wastewater facilities, industrial waste, water supply concepts, or related.Knowledge of state and federal environmental regulatory laws are essential.Experience with industrial waste and wastewater treatment.Previous supervisory experience.Strong leadership, reasoning and judgement are required to facilitate proper planning and implementation.Strong understanding of the technical aspects of the particular facility and demonstrated interpersonal relations and personnel management skills.Certificates, Licenses, RegistrationsMust possess or be able to possess within one year, a Class IV Watewater Operator's License from the State of Idaho.Computer SkillsTo perform this job successfully, an individual will have knowledge or Windows applications and above average skills using the MS Office suite, particularly with Outlook, Word and Excel.
