EXAMPLE OF DUTIES
Position Summary
This is a highly responsible position that serves to manage and plan, designs, coordinate and supervise environmental, real estate, and land management projects. Prepares reports, grant and permit applications. Meets and coordinates with internal and external stakeholders regarding the County’s environmental issues. Researches, plans and implements projects as required. Work is performed with considerable independent judgment based on experience in developing course of actions and recommendation.
Essential Functions
- Coordinates land management activities between county departments, consultant engineers, property owners, appraisers, real estate brokers, surveyors, and the public, including the acquisition, sale and lease of property.
- Coordinates the establishment and maintenance of a complete inventory of owned and leased real property.
- Directs and participates in negotiations on behalf of the county for the acquisition, sale, and lease of real property.
- Interprets County regulations and standards involving various environmental areas including wetland protection, habitat protection, tree preservation, the consumptive use of water, and water quality issues.
- Oversees the development and implementation trails and eco-tourism facilities/programs, prescribed burning, invasive species identification and removal, habitat maintenance and enhancement.
- Manage the evaluation and monitoring of natural communities, vegetation, and wildlife which establishes management needs and effects of management activities by conducting inventory of plants, animals, and lands; both short term and long term.
- Provides written and verbal information and assistance to the general public, state and federal agencies and environmental groups.
- Prepares and process technical reports, memos, letters and records.
- Writes, implements and update, as needed, environmental grants and management plans for the County.
- Attends and regularly conducts presentations at staff meetings, Board of County Commissioner meetings, and other related meetings.
- Supervise Land Management staff and consultants.
- Conducts research and collects relevant data through various research methods for projects as assigned.
- Identifies grant opportunities and prepares relevant grant applications.
- Provides the County Administrator and the Deputy County Administrator with updates/status reports on projects, as necessary, verbally or in writing.
- Exercises sound independent judgment, including the ability to interpret County policies and perform outreach to broad internal and external constituencies.
- Performs related work as required.
- Serves as a liaison between the County and other local governments, regional, state and federal environmental agencies and local environmental organizations.
- Serves as liaison to Flagler County Scenic Byways A1A.
- Staff liaison to the Land Acquisition Committee.
- Ability to perform unsupervised work.
- In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.

MINIMUM QUALIFICATIONS
Minimum Qualifications
- Bachelor’s degree in Natural or Physical Sciences, Biology, Forestry, Zoology, Wildlife Management, Geology, or related field from an accredited college or university.
- 4-years’ experience in environmental or resource land management.
- Ability to obtain, if required, Herbicide applicators license.
- Florida Division of Forestry controlled burn training.
- Must have valid Florida driver's license. Possession of a valid Class "C" Florida Commercial driver’s license is preferred.
