As a clinician for our Enhanced Care Services (ECS) and Enhanced Care Outreach Services (ECOS) programs, you'll provide behavioral health services aimed at supporting individuals in reaching their recovery milestones and acquiring vital skills for transitioning to less intensive environments.

Our ECS and ECOS programs are innovative and unique, with just a few other similar programs located throughout Oregon. We offer the following recruitment bonus, prorated based on FTE:
  • $2,000 bonus for employees new to Marion County starting on January 1, 2024, through June 30, 2025. Bonus will be included in employee's first paycheck.
For those relocating from outside of Oregon, we provide the following relocation package:
  • Up to $3,000 reimbursement of moving expenses
  • Relocation bonus in the amount of $3,000 (prorated based on FTE) as a one-time payment upon proof of Oregon residency.
Wages:
Mental Health Therapist 1: $28.67 - $38.42 hr
Mental Health Therapist 2: $34.78 - $46.60 hr

A wage enhancement of $3.00 will be added to the hourly wage as compensation for hours worked between 6:00 p.m. and 6:00 a.m.

GENERAL STATEMENT OF DUTIES
Mental Health Therapist 2:
Provide assessments and treatment of individuals and families, including groups; provides crisis assessment and intervention services and related duties as required. Primary responsibility of this class is to provide assessment and treatment services; crisis intervention, and treatment services, including intensive services, to individuals and their families with complex needs and diagnoses and/or to develop and implement specific services in the community.

Mental Health Therapist 1:
Plans and carries out recreational, social and skills training activities; performs case management and counseling functions with Adults in Custody (AIC); facilitates counseling and/or skills training groups; performs related duties as required. Primary responsibility of this class is case management and counseling, without responsibility for developing and implementing specific programs in the community.

SUPERVISION RECEIVED
Mental Health Therapist 2 and 1:
Works under the supervision of a supervisor who assigns work, establishes goals, and reviews the results obtained for overall effectiveness.

SUPERVISION EXERCISED
Mental Health Therapist 2 and 1:
Supervision of others is not a responsibility of positions in this classification. Crisis Clinician 2 may act as Clinical Supervisor designee when needed. May assist in the supervision of practicum students and/or volunteers.

Typical Duties - Duties include, but are not limited to the following

Enhanced Care Services
  • Review referrals with OHA/DHS (Oregon Health Authority/Oregon Department of Human Services), and other stakeholders. Coordinate on-site screenings at various settings, including Oregon State Hospital (OSH), Acute Psychiatric Units, and other APD- and MH-licensed treatment programs. Consult with Supervisor on final decisions.
  • Coordinate admissions with Providence Benedictine Nursing Center (PBNC) staff and referring entity.
  • Determine treatment needs, diagnose, and develop: Comprehensive Mental Health Assessments, Individualized Service Plans, Behavioral Support Plans, and Crisis Plans, with the goal of transitioning individuals to lower level of care. Update as necessary, with annual required according to Oregon Administrative Rules (OARs).
  • Meet with individuals on a weekly basis to provide therapy; may also provide case management, group therapy, and/or skills training as determined by the Individualized Service Plan. Provide crisis stabilization when necessary.
  • Oversee and coordinate daily functioning and activity programs with residents on the unit including outings with Qualified Mental Health Associates (QMHA) and PBNC staff. Facilitate daily huddles with QMHAs and Nursing Staff to identify priorities.
  • Coordinate and facilitate weekly IDT (Inter-Disciplinary Team) meetings to review treatment progress of residents, as required by OARs. All residents have to be reviewed monthly. Complete Transition Tool quarterly for each resident. Record notes for dissemination for all participants.
  • Facilitate Learning Circles (MH training for PBNC staff) with Supervisor, QMHAs, and/or Older Adult Behavioral Health Coordinator. Frequency will be determined by needs of unit, at minimum quarterly. Attend Focus Meetings (facilitated by PBNC) as necessary.
  • Determine, with consultation with Supervisor and Prescriber (Psychiatric Mental Health Nurse Practitioner (PMHNP) or Psychiatrist), appropriateness of continued enrollment in ECS.
  • Coordinate discharge planning with NorthWest Seniors and Disability Services (NWSDS) Case Manager (CM) and Providence Benedictine Nursing Care staff. Identify MH needs to be addressed at future placements; relay MH, Neurocognitive, and Physical Health needs to NWSDS CM. (Physical Health and Neurocognitive needs will be identified by PBNC and other appropriate entities.)
  • Assist in screening residents for discharge. Explore placement options identified by NWSDS CM and review with treatment team, resident, and legal representative.
  • For all of the above, complete clinical documentation professionally and accurately in a timely manner as directed by Marion County HHS policy. Submit paperwork to OHA/HSD or other entities as required. Maintain accurate and comprehensive MH charts. If necessary, transports charts following HIPAA regulations to support staff at Marion County ABH.
  • Submit Monthly Census to OHA/DHS.
Enhanced Care Outreach Services
  • Review referrals with OHA/DHS (Oregon Health Authority/Oregon Department of Human Services), and other stakeholders. Coordinate on-site screenings at various settings, including Oregon State Hospital (OSH), Acute Psychiatric Units, and other APD- and MH-licensed treatment programs. Consult with Supervisor on final decisions. Coordinate admissions with referring entity if necessary.
  • Determine treatment needs, diagnose, and develop: Comprehensive Mental Health Assessments, Individualized Service Plans, Behavioral Support Plans, and Crisis Plans. Update as necessary, with annual required according to Oregon Administrative Rules (OARs).
  • Meet with individuals in the community at a frequency deemed appropriate by the Assessment and Service Plan; may also provide case management, group therapy, and/or skills training. Coordinate Crisis Stabilization as required.
  • Coordinate and facilitate monthly IDT (Inter-Disciplinary Team) meetings to review treatment progress of enrolled individuals, as required by OARs. All residents have to be reviewed monthly. Record notes for dissemination for all participants.
  • Facilitate on-going training to ECOS providers to increase their fund of MH knowledge.
  • Determine, with consultation with Supervisor and Prescriber (Psychiatric Mental Health Nurse Practitioner (PMHNP) or Psychiatrist), appropriateness of continued enrollment in ECOS.
  • Coordinate discharge planning with NorthWest Seniors and Disability Services (NWSDS) Case Manager (CM) and program. Identify MH needs to be addressed at future placements; relay MH, Neurocognitive, and Physical Health needs to NWSDS CM. (Physical Health and Neurocognitive needs will be identified by other appropriate entities.)
  • For all of the above, complete mental health documentation professionally and accurately in a timely manner as directed by Marion County HHS policy. Submit paperwork to OHA/HSD or other entities as required. Maintain accurate and comprehensive MH charts.
PASRR:
  • Consult with Supervisor to determine if PASRR screening is appropriate. Coordinate screenings when necessary. Complete screenings, documentation and assessments as needed to meet timelines.
Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.

Requirements for the Position

EXPERIENCE AND TRAINING
Possession of a Master's degree in Psychology, Social Work, Recreational Therapy, Music Therapy, Art Therapy or a behavioral science field, or possession of a bachelor's degree in Nursing and licensed by the State of Oregon, or possession of a bachelor's degree in Occupational Therapy and licensed by the State of Oregon; OR second year graduate students waivered as QMHP's by the Oregon Health Authority.Mental Health Therapist 2 Only: In addition to the educational requirements above, the Mental Health Therapist 2 must have at least one year of full-time, post-Master's degree experience in the behavioral health field. PREFERENCES
Preference will be awarded to candidates who are LCSW, CSWA or eligible for LCSW. Qualified candidates will be eligible for licensure supervision if hired.

AUTO-PROMOTE AND SPECIAL CONDITIONS OF CLASSIFICATION
Individuals hired as a Mental Health Specialist 1 will auto-promote, as noted in Article 4 in the Marion County personnel rules, to the classification of Mental Health Specialist 2 upon satisfactorily completing one-year, post master's degree, of service as a Mental Health Specialist 1. (One-year of work experience is equal to 2080 hours)

SPECIAL REQUIREMENTS
  • Must be either: 1) licensed by the Oregon Board of Licensed Professional Counselors, 2) licensed by the Oregon Board of Licensed Social Workers or 3) credentialed or registered through the Mental Health and Addiction Counseling Board of Oregon (MHACBO) as a Qualified Mental Health Professional (QMHP) within the first 30 days of employment. Applicants may be required to pass a practical knowledge and skills assessment as part of the interview process.

PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; sits; stands; moves about the work area; climbs 1 floor of stairs; bends forward; operates a keyboard; lifts, pushes, pulls, moves carts and carries up to 15 lbs.; speaks with a clear and audible voice; reads a 12 pt. font; hears a normal speech level; works in areas that may be exposed to heat, cold, humidity, dust, second-hand smoke, noise or household cleaning chemicals such as bleach or cleansers; may work in areas that are wet.

The Providence Benedictine Enhanced Care Unit is a nursing facility maintained by a different entity. Staff will be required to follow protocols established by the nursing facility in order to maintain compliance with OHA standards, which may be different than standards established by MCABH. They have an outdoor area that can be used for various purposes, including working with residents. There may be various climatic changes due to the community outreach aspect of ECOS.
