This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Office of Inspector General, Office of Audit, Information Technology Audit Division, (IG/A/ITA)., at the U.S. Agency for International Development (USAID). Responsibilities This position is located in the United States Agency for International Development (USAID), Office of Inspector General (OIG), Office of Audits, Inspections, and Evaluations (OAI&E), Information Technology Audits Division (ITA). ITA is responsible for proposing, overseeing, designing, conducting and reporting on large, complex IT-related audits and evaluations. You will serves as a Program Analyst overseeing ITA contracted engagements: Provides technical input to ITA and other OAI&E teams and CO in contract development and management, to include conducting market research, developing requirements and evaluation criteria, collaborating with the contracting team to determine the appropriate acquisition method, drafting and/or reviewing solicitations, answering questions from potential applicants about solicitations, reviewing and evaluating proposals, exercising options, drafting contract modifications, and assisting with award closeout. Actively manages contracts and monitors contractor performance. Enters information into the Contractor Performance Assessment Reporting System (CPARS) as appropriate. Maintains contract files in accordance with Federal Acquisition Regulation (FAR), Agency, and USAID OIG policies and procedures. Ensures COR files are auditable by the CO. Maintains all required certifications via the completion of any necessary trainings and fulfillment of any continuing education requirements. Leads the development and execution of a contract oversight plan, including the appropriate level of oversight required for the engagement. Documents contract oversight according to USAID OIG policies and procedures and the CIGIE Peer Review Appendix F, "Checklist for Monitoring of GAGAS Engagements Performed by IPAs." Establishes roles and responsibilities with OAI&E teams and individuals acting as activity monitors, supervisors, and other supportive capacity for the engagement. Ensures OIG-prepared transmittal memos adhere to templates and requirements for independent referencing. Responsible for reviewing IPA-prepared deliverables, which can include planning documents, risk assessments, sampling plans, and procedures programs; supporting evidence, analyses, and workpapers; and IPA-prepared draft findings (e.g., notices of findings and recommendations, records of audit findings), exit conference documents, draft reports, and final reports prior to circulation and issuance to the agency. Participates in entrance and exit conferences of contracted engagements and other meetings as deemed appropriate for the needs of the engagement. Assists in the evaluation of management comment, determination of recommendation status upon report issuance, and completion of recommendation follow up procedures. Provides on-the-job and formal training to ITA and other OAI&E teams to build in-house COR capacity. Provides constructive input into USAID OIG policies and procedures for oversight of contracted engagements to improve templates, procedure steps, and other guidance. Performs other duties as assigned. Requirements Conditions of Employment United States Citizenship is required. Must be able to obtain and maintain a Secret clearance. The individual selected will be required to file a Financial Disclosure Report. Qualifications Selective Placement Factor: Eligible candidates must possess a COR Level 2 certification or above. This Selective Placement Factor is a requirement for this position and is a prerequisite for appointment. Applicants who do not meet the Selective Placement Factor are ineligible for further consideration. Auditing Series, 0511 - Individual Occupational Requirements Basic Requirements: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the mandatory education requirements specified in this announcement, applicants must have specialized experience and/or directly related education in the amounts shown below: Specialized Experience: GS-12: Applicants must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service to include: (1) serving as a level 2 COR or above on contracts and (2) applying knowledge of audits of IT, IT systems, or IT operations (henceforth referred to as "IT") conducted in accordance with the U.S. Government Accountability Office's Government Auditing Standards. GS-13: Applicants must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service to include: (1) serving as a level 2 COR or above on contracts and (2) applying knowledge of audits of IT, IT systems, or IT operations (henceforth referred to as "IT") conducted in accordance with the U.S. Government Accountability Office's Government Auditing Standards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
