Summary As a Program Support Specialist you will: Work with Vocational and Rehabilitation and Employment operations, practices and procedures. Responsibilities Program Specialist supports Vocational Readiness and Employment (VR&E) staff assigned to supervise and assist participants of Chapter 31 and Chapter 36, Title 38, U.S. Code. Assistance is required in all phases of the vocational rehabilitation program. Primarily responsible for the preparation of the awards required to pay the Veterans subsistence while participating in the program. Responsible for resolution of issues regarding VR&E eligibility and entitlement. Responsible for the maintenance of a centralized purchase card for Newark VRCs. Responsible for coordination of new applicants to the VR&E programs, and facilitation of group orientation sessions. Responsible for inquiries and assistance with financial oversight of the successful administration of the VR&E program for participants. Responsible for the role of the timekeeper for the VR&E. Requirements Conditions of Employment Qualifications Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Experience working with Vocational and Rehabilitation and Employment Chapter 31 and Chapter 36 programs; Experience working with contracting practices and procedures and Experience working with Vocational Rehabilitation and Employment operations OR Education: applicants may substitute education for the experience required to qualify at the GS-07 level: You must have at least one full academic year of graduate level education that demonstrates you possess the knowledge, skills, and abilities necessary to satisfactorily perform the work a master's or equivalent graduate degree; or Two (2) full years of progressively higher-level graduate education leading to such a degree; or LLB. or J.D., if related. One year of full-time graduate education is normally determined by the school you attended. If that number cannot be determined, 18 semester hours should be considered equivalent to one academic year of graduate study. Part-time graduate education is creditable on a pro-rated basis. If you qualify based on your education, you must upload or fax a copy of your college transcript along with your application. If you are selected for the position, an official college transcript(s) will be required at your start date. OR Education and Experience Applicants may combine education and experience to qualify at the GS-09 grade level: When substituting you can only use graduate level education you have earned. To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. For example, an applicant who has 27 semester hours of graduate level education (i.e. 50% of graduate education more than the first 18 semester credit hours earned) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the GS-09 grade level Education A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Only education or degrees recognized by the U.S. Department of Education from accredited colleges, universities, schools, or institutions may be used to qualify for federal employment. Additional Information Work Schedule: Regular office hours; Alternate work schedules are available Title/PD#: Program Support Specialist GS - 9; PD 41780-0 Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-09 position you must have served 52 weeks at the GS-07 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. See the required documents section for more information. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
