Summary As a Supervisory Records Management Specialist, you will serve as the program manager for the OCC's nationwide records management program, covering records in every media. This position is located in Information and Technology Services in Washington, DC. Responsibilities As a Supervisory Records Management Specialist, you will: Direct the OCC's nationwide records management program, including initiating, planning, and implementing new programs to manage records, (whether paper, electronic, or other media) throughout the agency. Develop and implement OCC-specific records management processes. Analyze records management processes and provide recommendations to improve efficiency by making use of automated tools, systems, and technology. Develop, issue, and implement records management policy and procedures in order for OCC to operate in compliance with NARA, the Office of Management and Budget (OMB), the General Services Administration (GSA), and OCC requirements. Provide planning and resource management so that activities of the organization support the OCC's objectives and goals. Manage the annual File Plan (Records Management Plan) process. Develop and conduct periodic records management quality control reviews and audits to measure the effectiveness of the records management program. Collaborate with Freedom of Information Act (FOIA)/Privacy Act (PA), legal and other agency staff on matters relating to records management. Lead, motivate, and develop a staff of employees. Requirements Conditions of Employment This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Complete a one-year probationary period (unless already completed). Complete a one-year supervisory or managerial probationary period (unless already completed). Complete a background investigation (unless already completed). Complete a Declaration for Federal Employment to determine your suitability for Federal employment. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Travel occasionally to attend conferences and/or training. File an OCC Financial Disclosure Form. Complete a financial disclosure review and resolve any ethics issues. Qualifications You must meet the following requirements within 30 calendar days after the closing date of this announcement: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-V band level or GS-13 grade level in the Federal service. Examples of specialized experience for this position include: Administering an organization's Records Information Management (RIM) program to align with the agency's business and mission needs. AND Providing advice and/or guidance to records liaisons and records custodians on RIM lifecycle requirements. AND Establishing and/or assessing RIM practices to ensure they support the principles of transparency and information sharing throughout the organization, agency and Government. The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education Education cannot be used to qualify for this position. Additional Information This position is excluded from the bargaining unit. Salary range includes 25.04% geographical pay.
