The Norfolk Community Services Board (NCSB) is the primary provider of public mental health, substance abuse, and intellectual disability services for the City of Norfolk. A continuum of services spans from outreach and prevention through intensive psychiatric care, provided by highly clinically oriented service professionals with expertise in these service areas.

Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. The NCSB is currently seeking a Management Analyst I (Grant & Budget Analyst) to perform professional work to support and coach Norfolk Community Services Board (NCSB) program staff in developing and managing grants and budgets proactively.
Department Hiring Salary Range: $46,589-$53,577

Essential Functions

Essential functions include but are not limited to:
  • Collaborate with program managers to establish proactive budget management strategies.
  • Assist program managers in creating budgets for new or renewed grants.
  • Evaluate grant budget proposals and funding requests.
  • Support program staff in monitoring grant expenditures to ensure compliance with budgetary constraints.
  • Provide guidance to program staff on estimating and forecasting future financial needs.
  • Identify and address budget deviations and issues.
  • Review grant application and proposal budgets with program staff to ensure completeness, accuracy, and compliance.
  • Conduct audits and provide training to program staff as needed.
  • Coordinate with accounting staff on budget recording and reporting.
  • Assist in internal and external compliance audits and prepare required documentation for auditors.
Education/Experience

Work requires broad knowledge in a professional business field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Two years' experience in data analysis or related field, or an equivalent combination of education and experience.

Preferred Education/Experience
  • Bachelor's degree or equivalent in Accounting, Finance, Management or Business Administration.
  • Three years of experience in accounting, grant management, or budget administration.
Additional Information & Requirements

Working Hours: Monday-Friday 8:30am - 5pm
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for new hires.
  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply.
