The Functional Analyst is located at the CENSECFOR Headquarters in the Information Management (IM) Directorate (N6) and provides IT technical support in the resource management area, as well as functions as one of the command's Information Systems Security Officers (ISSO). The Functional Analyst works closely with government civilians within the N6 Directorate in the accomplishment of the daily workload. In performance of the duties and responsibilities, the Functional Analyst works closely with military and government civilians assigned to the CENSECFOR Headquarters staff as well as military and government civilians assigned to CENSECFOR learning detachments and activities. Additionally, the Functional Analyst works closely with military, government civilians, and other contractors in support of the Navy and Marine Corps Internet (NMCI) and Flankspeed.

Duties & Responsibilities:

  • The Functional Analyst functions in a Cybersecurity Workforce (CSWF) capacity as an IAT Level I for CENSECFOR legacy assets. In this role the Functional Analyst will:
  • Recognizes a potential security violation, take appropriate action to report the incident as required by regulation, and mitigate any adverse impact.
  • Applies instructions and pre-established guidelines to perform IA tasks within CE to include supporting the Information System Security Manager (ISSM) with DoD Risk Management Framework (RMF) efforts to obtain or maintain Authorization To Operate (ATOs) for all CENSECFOR owned, used or managed systems.
  • Provides end user IA support for all CE operating systems, peripherals, and applications.
  • Supports, monitors, tests, and troubleshoots hardware and software IA problems pertaining to their CE.
  • Applies CE specific IA program requirements to identify areas of weakness.
  • Applies appropriate CE access controls.
  • Installs and operates the IT systems in a test configuration manner that does not alter the program code or compromise security safeguards.
  • Conducts tests of IA safeguards in accordance with established test plans and procedures.
  • Implements and monitors IA safeguards for CE system(s) in accordance with implementation plans and standard operating procedures.
  • Applies established IA security procedures and safeguards and comply with responsibilities of assignment.
  • Complies with system termination procedures and incident reporting requirements related to potential CE security incidents or actual breaches.
  • Implements online warnings to inform users of access rules for CE systems.
  • Implements applicable patches including IA vulnerability alerts (IAVA), IA vulnerability bulletins (IAVB), and technical advisories (TA) for the CE operating system(s).
  • Installs, tests, maintains, and upgrades CE operating systems software and hardware to comply with IA requirements.
  • Understands and implements technical vulnerability corrections.
  • Enters assets in a vulnerability management system.
  • Applies system security laws and regulations relevant to the CE being supported.
  • Implements DoD and DoD Component password policy.
  • Implements specific IA security countermeasures.
  • Functions as Navy and Marine Corps Intranet Activity Customer Technical Representative (ACTR) for CENSECFOR. In this role, the Functional Analyst will:
    • Initiate and Track "Move, Add, Change (MAC) Requests".
    • Initiates creation and deletion of NMCI accounts.
    • Manages user-shared folders, groups, and email public folder permissions
    • Inventories NMCI assets and maintain user location.
    • Performs data migration of users changing workstations.
    • Assists users with general computer problems and coordinate with NMCI Help Desk and Base Operations personnel when additional assistance is required.
    • Orders, inventories, and dispenses computer and printer consumables.
    • Provides training on NMCI use.
    • Informs and trains users on NMCI policy changes.
    • Maintains user and asset data in various NMCI management systems such as NET and eMarketplace.
  • Functions as assistant CENSECFOR Domain NMCI ACTR, as necessary, in:
  • Initiating and Tracking "Move, Add, Change (MAC) Requests"
  • Initiates creation and deletion of NMCI accounts.
  • Manages user-shared folders, groups, and email public folder permissions,
  • Inventories NMCI assets and maintain user location.
  • Data migration of users changing workstations.

  • Functions as a Resource Management Representative. In this role the Functional Analyst will:
  • Coordinate the procurement, maintenance, management and disposition of various peripheral data equipment and communication devices.
  • Initiates, tracks, or coordinates domain wide Training Network (TRANET) acquisitions, installations, maintenance and support.
  • Coordinates Video Teleconferences (VTC) services to include installation, setup and maintenance.
  • Coordinates all aspects on CENSECFOR Flankspeed technical and administrative support for Flankspeed.
  • Other duties as assigned.

Knowledge, Skills, and Abilities (KSAs):

  • Possess a valid driver's license.
  • Ability to obtain a Favorable Tier 3 Background Investigation
  • In addition, per DoD Publication 8570.01-M (Information Assurance Workforce Improvement Program) (Attachment A), the following technical requirements apply to individuals performing DoD DCWF roles as 722 - Information Systems Security Manager - Intermediate and 411 Technical Support Specialists - basic:
  • Possess a minimum of five years of experience in Information Assurance (IA) technology or related field.
  • Possess experience in a Computing Environment (CE). Current CE is Windows 10. Windows server 2016 or higher certification is acceptable.
  • Be capable of applying a basic knowledge of IA concepts, practices, and procedures within the CE.
  • Be capable of functioning under the direction of the CE manager.
  • Be competent in all phases of systems analysis techniques, concepts, and methods and knowledge of available system software, computer equipment, and the regulations, structure, techniques, and management practices of one or more subject-matter areas. Since input data usually come from diverse sources is responsible for recognizing probable conflicts and integrating diverse data elements and sources.
  • General knowledge of the mission, objectives, terminology, and management practices in the activity, the agency, and the department to recognize probable areas of interaction and overlap between proposed applications and existing systems. Knowledge of state-of-the-art practices of data automation so as to advise on alternative approaches in application system development and/or problem resolution.
  • Knowledge of department, agency, command, and installation information processing procedures and standards as they relate to coordination of requirements, processing requests, and documentation.
  • Ability to communicate orally and in writing.
  • Ability to apply knowledge of current automation technology and practices.
  • Knowledge of information processing standards and procedures.
  • Ability to analyze data to troubleshoot problems, to evaluate established methods and procedures, and to perform similar analytical functions.
  • Ability to interact with a diverse user community and respond to a wide range of requests. Must be able to resolve problems that involve routine operations and work with senior specialists on more complex problems.
  • Knowledge of customer support and service principles and methods.
  • Working knowledge of guidelines primarily consist of Federal, agency and local regulations, policies, standards, and objectives, and existing systems that provide useful models. The employee uses judgment in routine assigned projects. Guidelines also consist of local information systems standards, precedents, equipment manufacturer's manuals, systems software documentation, and activity established practices. The employee deals with a great variety of automation problems though, and must rely on his/her own judgment, initiative, and resourcefulness when guidance is not readily available, or when the guidance is not applicable or non-specific. Guidelines range from general to specific in nature with technical assistance available from senior analysts. The employee uses judgment in interpreting, adapting, and applying guidelines to specific assignments, then analyzes the result and recommends necessary changes.
  • Possess an understanding of work schedules, special priority projects, and finished reports will be submitted for review in general terms of accuracy, soundness of decisions and recommendations, and overall completeness.
  • Personal initiative and judgment are required to analyze problems, make appropriate corrective action, and notify customers of results.

Certifications:

  • Within six months, the IAT Level I candidates must obtain the following certifications: Security + Certification, Computing Environment Certification and meet the Continuous Education or Sustainment Training requirements as appropriate for the aforementioned certifications as required by DoD Publication 8570.01-M.

Minimum/General Experience:

  • Associate's degree from an accredited institution and two (2) years' experience in an information technology and security management capacity or,
  • Minimum of four (4) years in an information technology and security management capacity.
