Primary Function of Organizational Unit
The purpose of the Environmental Health and Safety Office is to provide a variety of related services to the University's administrative and academic departments, student programs, and facilities. These services include risk assessment (e.g., hazard analysis, risk identification, loss control safety measures, etc.) to prevent and/or reduce the loss of lives, resources, and property.

Primary Purpose of Position
This position will be part of a multi-disciplinary health and safety team which prides itself on serving as qualified subject matter experts and providing excellent customer service. The primary purpose of this position is to serve as the Emergency Management Coordinator and administer the University's fire and life safety program. Duties include: oversight and review of all fire and life safety systems on campus to ensure functionality, compliance with campus, federal, state and local regulations, and development, implementation and maintenance of the campus emergency management program, strategies, initiatives and training. This position will serve as the liaison with key officials including the State Fire Marshall's office and establish and maintain effective working relationships with municipality emergency management and fire and life safety groups. This position will be responsible for clear and accurate communications with all personnel on campus and provide guidance to University leadership on all matters related to fire safety and emergency management. This position will update and implement the Campus Emergency Operations Plan and serve as a member of the Emergency Operations Group in addition to leading the Campus Emergency Response Team. This position will develop and administer training in general safety, weather safety, evacuations, fire extinguisher use; coordinate and document evacuation drills as required by statute; assist in responding to hazardous material releases following appropriate safety protocols.

Required Knowledge, Skills, and Abilities
* Broad and significant technical knowledge of the principles of EHS and emergency management to assess, interpret, and coordinate the University's administration and application of relevant policies, regulations and laws promulgated from oversight agencies' (e.g., OSHA, EPA, NFPA, NIMS, etc.) requirements.
* Thorough understanding of theoretical and practical aspects of analytical, technical, and professional knowledge as applied to environmental health and safety and emergency management situations that may occur in a University setting.
* Knowledge of applicable laws, rules, regulations, policies and procedures, industry standards, trends, and best practices.
* Knowledge of risk assessment and management; incident investigation and loss prevention.
* Knowledge and ability to communicate effectively with an educationally and culturally diverse community of individuals and groups in a variety of settings to explain and convey program and technical information in accordance with the audience's capability to understand, including the ability to provide technically accurate and succinct briefings in oral, written, or presentation formats.
*Able to conduct regular inspections of facilities, equipment, and hazardous work materials (i.e., solvents, pesticides, chemicals, etc.) to ensure compliance with safety standards.
* Ability to use a personal computer and other office equipment.

Minimum Education/Experience
Bachelor's degree in a Physical Science, Biological Science, Environmental Science/Engineering, Occupational Safety, Industrial Technology or related discipline; or an equivalent combination of training and experience.
Some positions may require additional training, certifications, or licensure. All degrees must be received from appropriately accredited institutions.

Primary Responsibilities and Duties
Function
Professional Knowledge

This position requires substantial knowledge to apply and enforce all relevant Federal and State regulations related to managing the university's emergency preparedness efforts. The position will analyze the University's strengths and weaknesses, available resources, risk ratios, etc., to design and implement preparedness plans and programs for the purpose of controlling, eliminating, and preventing personal injury, property damage, and/or environmental impact caused by various factors.

The Emergency Management Coordinator position is also responsible for performing activities surrounding special events in accordance with the National Incident Management System (NIMS) and the Incident Command System (ICS). The Special Event duties include:

* Plan and monitor special event operations.
* Develop, implement, communicate, and evaluate operational plans for special events throughout the campus.
* Monitor all special events for safe and efficient police operations and compliance with NIMS.
* Coordinate and plan After-Action Responses.

Function
Program Monitoring and Administration

Describe the specific tasks and responsibilities related to the function.
This position will perform responsibilities and duties to:

1. Evaluate current institutional preparedness and emergency management procedures, including existing plans and policies to determine the usefulness of these plans and policies for long-term emergency planning for disaster mitigation, preparedness, response and recovery. As needed, develop or revise emergency response procedures based on regulatory changes, environmental and/or technological changes, or knowledge gained from outcomes of previous emergency situations.
2. Create and assess performance measurements, specifically for, but not limited to: Response to emergencies and drills; frequency of emergencies and failures; and communications. Identify gaps in current assessment, resources, preparation, and training for emergencies and prioritize needed improvements and resources.
3. Prepare plans that outline operating procedures to be used in response to disasters or emergencies and in recovery from these events.
4. Maintain and update all resource materials associated with emergency preparedness plans. Assess and coordinate all disaster response and crisis management activities, such as ordering evacuations, opening public shelters or determining appropriateness of buildings for shelter-in-place, and implementing special needs plans and programs (e.g., disabled population) to ensure feasibility and integration of required steps.
5. Develop and maintain liaisons with municipalities, city and county departments (including police, fire, hospital/medical and other first responders) to facilitate plan development, response effort coordination, and exchanges of personnel and equipment.
6. Keep informed of federal, state, and local regulations affecting emergency plans and ensure that the University's plans adhere to these regulations. Build positive and effective working relationships with intra-organizational employees, external customers, municipalities, and institutions to facilitate plan response effort coordination.
7. In the event of a campuswide emergency event, act as liaison with other emergency response personnel with a focus of life safety, incident stabilization, and property preservation.
8. Work in conjunction with other University personnel and departments to serve as a coordinator for the creation of a university emergency preparedness/response/mitigation team.

The position will need to communicate effectively with individuals and groups in a variety of settings to explain and convey emergency preparedness program information. This requires the ability to provide technically accurate and succinct briefings in oral, written, or presentation formats. Periodically this position may need to advise university personnel and administrators on university practices or areas that may not be in compliance with recommended local, state and federal regulations and assist with corrective action to ensure optimal preparedness and safety measures. The position will also consult with officials of local and area governments, hospitals, and other institutions to communicate and integrate emergency planning development; identify gaps in resources; ensure the use of appropriate best practices; and identify and inform of specific needs and capabilities in the event of a natural disaster or other emergency.

Training and Education

Describe the specific tasks and responsibilities related to the function.
This position is responsible for conducting training sessions for the university's faculty and staff as required under Federal and State regulations or university policies. The position will work with campus partners to develop and conduct training, drills and exercise programs to assess response times as well as communication plans for ongoing emergency preparedness activities to enable personnel, students, and others to better respond to emergencies. This includes monitoring for compliance with all legal and regulatory requirements; developing any necessary instructional materials and making presentations on emergency operations and responsibilities to the campus community to teach people how to effectively respond to major emergencies and disasters.
