Position Information

Do you like to design safer roadways and intersections? TxDOT is currently seeking an experienced Transportation Engineer for our Traffic Engineering -Traffic Signal Design office in Houston, TX. Position will involve engineering services for various traffic engineering traffic signal design projects.

The successful candidate will oversee and perform Traffic Engineering studies to recommend operational solutions for high accident locations, to warrant traffic signals, and speed zones; Examine roadway capacity and channelization of the highways to recommend possible improvements. Coordinates traffic engineering studies (TES) and traffic counts. Assists in monitoring consultant contracts and tracks study progress for in-house and consultant studies. Assists in reviewing TES including Traffic Impact Analysis and permits. The successful candidate will also work on all phases of traffic signal projects. Traffic signal projects will include traffic signal design, signing and pavement marking, illumination, work zone traffic control, and Intelligent Transportation System (ITS). The Engineering candidate will be responsible for reviewing entire sets of plans for format, drafting and calculation errors and correlation of plans and specifications performed by consultants and/ or other employees. Work may also include assisting with traffic signal plan preparation. Individual will have experience completing design projects in MicroStation. Performs complex engineering design work such as development of layouts, sketches, plans, specifications, and estimates.

Position Description

Transportation Engineer II

Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Transportation Engineer III

Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Transportation Engineer IV

Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Transportation Engineer II
  • Acts as a liaison with divisions, MPOs, cities, counties and other governmental entities concerning traffic management and traffic safety projects.
  • Negotiates fees, explains scope of work and monitors consultant design contracts.
  • Oversees and performs traffic engineering studies to recommend solutions for high accident locations, to warrant traffic signals and speed zones and to determine capacity and channelization of the highways.
  • Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
  • Investigates and responds to public complaints on traffic signals, signs, railroad crossings, pavement markings, traffic management systems or other traffic related items.
  • Leads/Trains professional and administrative staff.
  • Reviews and revises schematics, PS&E, project designs, shop drawings and field changes for traffic control devices, signals, signs, markings, detours, traffic control plans, electrical distribution and roadway lighting and traffic management systems.
  • Reviews traffic engineering studies, warranting of traffic signals and speed zones.
  • Performs other job responsibilities as assigned.
Transportation Engineer III

Includes all essential duties listed for Transportation Engineer II as well as:
  • Analyzes and reports on complex program funding change scenarios and their impact to individual project schedules.
  • Develops plans for the Project Managers related to resource assignments, schedules, scope, communication, quality, and procurement, while utilizing available resources and maintaining the agency's project objectives.
  • Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
  • Coordinates on design schematics, assists with capacity and level of service studies and reviews in-house and consultant traffic control/traffic management/intelligent transportation systems (ITS) plans and projects.
  • Reviews change orders, supplemental agreements, memorandum agreements and extra work orders, reviews monthly and final estimates prior to submittal.
  • Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests.
  • Performs other job responsibilities as assigned.
Transportation Engineer IV

Includes all essential duties listed for Transportation Engineer II and III as well as:
  • Performs highly advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
  • Serves as a project manager overseeing consultants performing advanced and complex engineering work.
  • Develops traffic engineering and traffic management system policies, procedures and standards.
  • Makes presentations and represents TxDOT.
  • Oversees and performs traffic engineering studies to recommend solutions for high accident locations, to warrant traffic signals and speed zones and to determine capacity and channelization of the highways.
  • Performs and documents in-house research studies.
  • Responsible for Traffic Engineering operations.
  • Trains engineering staff.
  • Performs other job responsibilities as assigned.
Minimum Qualifications:

Education: Bachelor's degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience: 5 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:
  • Valid driver's license. This position requires driving a state vehicle.
  • Licensed Prof Engineer *
*Professional engineers licensed in another state in the United States , but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Transportation Engineer III
