Hearing Specialist

Job Summary
The Hearing Specialist provides general administrative support for the Planning Division, including preparing and distributing legal notifications in compliance with Idaho state statutes and Canyon County ordinances. Prepares case files, supporting documentation, and hearing materials. Prepares agendas and hearing packets, takes minutes, and keeps records of hearings. The work will require evening hours three to five times per month to attend meetings and prepare related materials.
Key Responsibilities:
•Public Hearings
• Maintain the department’s Active Hearing Calendar for scheduled public hearing cases
• Reserve public meeting room for scheduled public hearings; set up and tear down meeting space, including, but not limited to, food orders
• Meet strict deadlines, prepare hearing notices and packets, including staff reports, posting of legal notifications of meetings, agendas, minutes, and FCOs for public hearings
• Attend public meetings, hearings, and other scheduled meetings of the County Planning and Zoning Commission (P&Z) and Hearing Examiner
• Operate recording equipment and timer; participate in the hearing as requested by the Hearing Examiner or P&Z, manage sign-in sheets and assist the public as needed
•Legal Compliance
• Coordinate posting of required signage and legal advertisements for land use applications, as required by state and local laws; ensure documents are complete with proper signatures, notary stamps, or other written information
• Prepare and distribute legal notifications to property owners and other required agencies within the directed timeframes in compliance with Idaho state statutes and Canyon County ordinances
• Ensure findings of fact and conclusions of law and order and minutes; obtain approval and signature by the P&Z Commission or Hearing Examiner
•Administrative
• Prepare and document mailings; prepare and distribute informational binders for P&Z commission members; maintain the master copy of the department’s agency contact list
• Scan approved documents and proof of legal noticing; assist with other department administrative duties, including but not limited to, office end-of-day accounting, taking and processing payments, and responding to hearing-related or public information records requests
• Posts signed findings of fact, conclusions of law and order on the Land Use Page of the Canyon County website
•Other Duties
• Perform all work duties and activities following County policies, procedures, and safety practices
• Perform other duties as assigned
Qualifications
Skills and Abilities
• Learn and apply the County Code and other applicable public meeting and hearing-related procedures and processes
• Maintain records efficiently and accurately and prepare clear and concise minutes, transcriptions, records, and reports
• Resolve conflict and maintain cooperative relationships with others contacted through the course of work including the general public, boards, commissions, professional and technical personnel, public and private officials, and staff
• Perform duties accurately and efficiently under time-sensitive deadlines
• Utilize and operate various office machines including a personal computer for office usage and job-specific applications
• Ability to work flexible hours to attend meetings, follow oral and written instructions, and demonstrate exceptional organizational skills and attention to detail
Special Qualifications
•Ability to become a Public Notary
•Must successfully complete a background investigation
Education and Experience
•High school diploma or GED equivalency is required
•One to three years of general clerical or office experience, preferably in positions with similar responsibilities and required level of attention to detail
Essential Physical Abilities
•Clear speech with or without an accommodation, to effectively convey detailed or important instructions or ideas accurately, loudly and/or quickly
•Sufficient clarity of hearing with or without reasonable accommodation to enable the employee to hear average or normal conversations and receive ordinary information
•Visual acuity, with or without an accommodation, to read instructions, review and organize documents
•Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks
