Summary The Secret Service is seeking retired Federal employees who retired under CSRS or FERS to support our integrated mission and immediately impart their knowledge and experience to the current workforce. This allows the Office of the Chief Information Officer (OCIO), Support Services Branch to deploy and sustain software solutions supporting the U.S. Secret Service Enterprise, its protective mission, and its investigation mission. Responsibilities The selectee will serve as IT Cybersecurity Specialist in the Office of the Chief Information Officer, IT Support Services. Typical work assignments include: Analyzing the security of new or existing computer applications, software, or specialized utility program, and providing actionable results based on the National Initiative for Cybersecurity Education (NICE) Framework. Examining data from multiple disparate sources with the goal of providing security and privacy insight. Administering databases and/or data management systems that allow for the secure storage, query, protection, utilization of data and can be relied upon to perform tasks based on the NICE Framework. Maintaining database management systems software, and directory replication services that enable information to replicate automatically from rear servers to forward units via optimized routing. Providing recommendations on new database technologies and architectures. Performing configuration management, problem management, capacity management, and financial management for databases and data management systems. Requirements Conditions of Employment Be a U.S. Citizen Males born after 12/31/1959 must be registered for Selective Service Conditions of Employment: If selected for this position, you will be required to: Submit to a drug test prior to your appointment and random drug testing while you occupy the position. Obtain and maintain a top secret Tier 5 clearance. One-year probationary period may be required. CI Polygraph required. DUAL COMP AUTHORITY Hired with the OPM Dual Comp Authority; annuitants can: Earn full annuity and full Federal salary. Earn annual and sick leave (not applicable for an intermittent work schedule) Full-time, part-time, or intermittent work schedules available. Receive overtime (on a full schedule). New hires under this authority will be offered a 4-year term appointment non-status appointment in the competitive service. New appointments can be made until December 31, 2024, and can continue until their appointment NTE date has been reached. Appointments that continue past December 31, 2024, may be subjected to their salary being off-set (reduced) if the OPM dual compensation salary off-set waiver is not renewed. These positions are being announced to recruit CSRS and FERS annuitants on a limited basis with a waiver of salary offset (if a dual compensation waiver is requested) under certain specified circumstances not to exceed December 31, 2024. Qualifications You qualify for the GS-13 level if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as: Determining and recommending a plan for the development of a new application or modification of an existing application according to the NICE Framework; Analyzing user needs and software requirements and recommending feasibility of design within time and cost constraints according to the NICE Framework; AND Presenting technical information according to the NICE Framework. The qualification requirements listed above must be met by the closing date of this announcement.
