NATURE OF WORK
Under limited supervision, performs comprehensive supervisory and management responsibilities to carry out Board of Education (BOE) policies and procedures for Chatham County Schools (CCS) financial operations and other delegated areas of responsibility. Work involves formulating, coordinating, and directing all aspects of school system financial planning and administration including development of comprehensive short-and long-range budgets. The Chief Financial Officer is responsible for directing the planning, receipt collection, disbursement and accounting of CCS revenues and expenditures, managing the investment of CCS funds, and assisting the Superintendent and other senior cabinet members in preparing the annual budget. Employee directs a staff of professional, technical and clerical personnel responsible for compiling data for various reports required by oversight agencies and assisting outside auditors. Work involves directing the activities of staff members in the performance of designated functions and participating in auditing and maintaining general accounts and the general ledger. The Chief Financial Officer is also responsible for exercising initiative and independent judgment to ensure proper administration of the Finance Division. This position reports directly to the Superintendent.
MINIMUM TRAINING AND EXPERIENCE
Masters Degree in accounting, business administration, public administration, or a related field, with a CPA or advanced degree/doctorate preferred in accounting, business administration, or a related field, and 9 to 12 years or managerial accounting experience, preferably in a government setting, or any equivalent combination of training and experience which provides the required combination of knowledge, skills, and abilities.
PERFORMANCE RESPONSIBILITIES
- Oversees the preparation and management of the Board of Education's annual budget.
- Maintains an accounting system in accordance with generally accepted accounting principles and governmental accounting standards.
- Monitors accounting procedures to insure accurate, effective and efficient recording of financial transactions in conformity with legal requirements for school finance.
- Monitors accounting for individual school funds.
- Maintains school payroll accounting system in accordance with applicable laws and regulations.
- Maintains a financial report for the superintendent and local board and reports as required by other agencies.
- Maintains a sound system of cash management and an adequate system of internal controls.
- Issues the pre-audit certificates as required by law.
- Assists the superintendent in budget-preparation and budget review; responsible for the legal administration of the budget.
- Assists independent auditors as stipulated in the board's audit contract.
- Supervises the Finance Department employees; monitor activities such as bank reconciliations and cash collections of internal control.
- Supervises School Nutrition department employees and monitors activities of the School Nutrition department.
- Participates in the continuing professional education program of the State Board of Education for school finance officers.
- Reviews purchase orders for proper account coding; monitors purchases for adherence to State and Local regulations including Purchase and Contract procedures.
- Reviews general expense invoices and payments.
- Monitors fixed asset system for school system and maintains internal controls of fixed assets.
- Secures business insurance coverage and files claims on behalf of the school system and its employees.
- Develops, for the superintendent and board, short and long term budgets and amendments with concise explanation of needs and reasons for any change.
- Audits accounts of employees collecting or receiving taxes or other monies.
- Maintains liaison with other departments to serve as the financial advisor.
- Oversees preparation/publication of Board of Education's final budget document in accordance with the Government Finance Officers Association of the United States and Canada (GFOA) Distinguished Budget Presentation Award Program requirements.
- Plans, organizes, directs and supervises operations of the Finance Division; directs and participates in the formulation and implementation of applicable finance policies, ensuring adherence to generally accepted accounting practices and principles of governmental accounting, the rules and regulations of the State Board of Education, and the rules and regulations of the Local Government Commission.
- Provides information, advice, assistance and recommendations to the Superintendent, Board of Education, and County Commissioners.
- Directs and monitors Financial Services Division operations to maintain, to control, and to analyze full adherence and implementation of school system fiscal policies and procedures.
- Assists members of the Superintendent's Cabinet with financial matters as necessary; answers inquiries and explains policies and procedures.
- Assists members of the Superintendent's Cabinet in preparing budget estimates and in determining cost for new, expanded or reorganized programs.
- Safeguards physical assets through implementation of adequate internal controls and ensures adequate accounting records to document compliance with local, state, and federal laws and ordinances.
- Assists outside auditors in completion of the Board of Education's annual financial audit.
- Oversees preparation/publication of the Board of Education's comprehensive annual financial report (CAFR) in accordance with the Government Finance Officers Association of the United States and Canada (GFOA) Certificate of Achievement for Excellence in Financial Reporting Program requirements and the Association of School Business Officials International (ASBO) Certificate of Excellence in Financial Reporting Program requirements.
- Oversees the district's process management system.
- Oversees maintenance of accounting work on grants received by schools, processing adequate records, reimbursements, code reviews, etc., to comply with applicable laws and ordinances.
- Performs other duties assigned by the Superintendent, assigned to the position by law, or required by rules and regulations of the State Board of Education and the Local Government Commission.
- Considerable knowledge of the principles of supervision, organization and administration.
- Considerable knowledge of the ethical guidelines applicable to the position as outlined by professional organizations and/or federal, state, and local laws, rules and regulations.
- Considerable knowledge of the formal bidding process and of local, state and federal guidelines as well as knowledge on school construction bonds.
- Thorough knowledge of funding sources and mechanisms for public schools.
- General knowledge of the principles and practices of public relations work.
- Skill in counseling and developing staff.
- Ability to plan, develop, implement effective programs and systems.
- Ability to accurately interpret state and federal regulations and school policies.
- Ability to use common office machines and popular computer-driven word processing, spreadsheet and file maintenance programs.
- Ability to maintain complete and accurate records and statistics, and develop meaningful reports from that information.
- Ability to develop and administer budgets.
- Ability to effectively express ideas orally and in writing.
- Ability to make oral presentations before large or small groups of people.
- Ability to exercise considerable tact and courtesy in frequent contact with the public.
- Ability to establish and maintain effective working relationships as necessitated by work assignments.
MINIMUM STANDARDS REQUIRED TO PERFORM RESPONSIBILITIES
Physical Requirements: Must be physically able to operate a variety of machinery and equipment including computers, typewriters, copiers, facsimile machines, etc. Must be able to exert a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires
walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

Requires the ability to speak before groups of people with poise, voice control and confidence.
Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.

Manual Dexterity: Requires the ability to handle a variety of items such as office equipment. Must have minimal levels of eye/hand/foot coordination.
Color Discrimination: Does not require the ability to differentiate between colors and shades of color.
Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.
