Summary This position is located at Jesse Brown VA Medical Center, Chicago, IL aligned under the Engineering Service's In-House Construction Crew (IHCC). The primary function of the IHCC is to accomplish improvements to the physical plant, building structures, exterior sites and/or utility systems through a variety of construction projects involving all types of construction trades organized into work groups, or crews, of varying make-up based on the specific needs of each assigned construction project. Responsibilities The incumbent serves as the first line supervisor of the IHCC for the Jesse Brown VA Medical Center and reports directly to the Assistant Chief Engineer (Projects) and performs the duties of the position with significant independence. Work and/or projects are assigned in terms of broad, general objectives with relative priority for completion of work. For administrative accountability, such as attendance, leave, vacation schedule, grievances and discipline, his/her immediate supervisor shall be the Assistant Chief Engineer (Projects). The incumbent directly supervises the In-House Construction Crew members. The incumbent plans the work of his/her subordinates on a daily - weekly basis, determining equipment and material requirements for each project as they progress towards completion. As the Construction Supervisor the incumbent establishes priorities and work sequences for the construction crew based upon the needs of the Medical Center, requiring members of the construction crew to be working on multiple projects spread across the Medical Center at various stages of their life cycle. Establishes priorities and deadlines based on general work schedules, methods, policies, and code requirements. Incumbent coordinates projects and other work activities under his/her direct control with other divisional teams, divisions, and contractors. Incumbent participates in final inspections of all In House Construction improvement projects as well as all Miscellaneous and VISN funded projects. Reviews and analyzes completed work, reviews incurred costs, and unanticipated difficulties/delays to evaluate work processes, cost controls, and to anticipate and/or avoid problems. Independently initiates and implements necessary corrective action within delegated limits. Reviews work operations and inspects completed work to ensure that established quality and timeliness standards are met. Physical Requirements: Occasionally lifts heavy loads, machinery parts, etc., be able to climb/descent ladders and scaffolds. The Incumbent is subject to all hazards inherent in the physical plant and grounds environments, for example: burns, cuts, bruises, sprains, falls, high heat, high humidity, etc. Working Conditions: May work from ladders, scaffolding, and/or hydraulic platforms. Requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant odors.
