The Housing Subsidy Administrator administers Transition to Community Living housing vouchers (TCLV) and other federal housing vouchers in a timely, accurate, and efficient manner according to the rules and regulations set forth by the State of North Carolina and the U.S. Department of Housing & Urban Development (HUD). This position also provides technical assistance and education to the Transition to Community Living teams, providers, property managers, and stakeholders to increase community tenure and reduce evictions for those we serve.

This position will allow the successful candidate to work a primarily remote schedule. Two days per week working onsite is required.

Responsibilities & Duties

Administer Transition to Community Living subsidies

  • Responsible for entering CLIVe information or data for TCLV with minimal errors
  • Assist with developing TCLV Program forms and assists with contract development
  • Ensure that TCLI/V program forms and contract documents (such as the Owner Contract/HAP) are updated to reflect current DHHS and HFA program requirements, policies and procedures. Responsible for ensuring Alliance electronic files are complete and maintained including screenshots of CLIVe approvals and rejections
  • Ensure subsidy payments are submitted to accounting accurately and timely
  • Responsible for coordinating inspections with contractors to ensure housing units meet housing quality standards (HQS)
  • Maintain records particularly related to outcomes and performance indicators
Provide Technical Assistance and Education to Community Stakeholders
  • Provide ongoing training and technical assistance to providers to ensure compliance with all applicable Federal and local housing regulations, laws and standard
  • Remain current on housing best practices, policies and trends
  • Provide advocacy to landlords and managers who are willing to house persons with behavioral health conditions
  • Provide ongoing advice, consultation and technical assistance to Care Management staff on housing matters
  • Promote Housing First approach
  • Identify and maintain lists of properties willing to accept Tailored Plan populations
Provide Fair Housing training and oversight
  • Provide regular training on Fair Housing and Olmstead to providers throughout Alliance's region
  • Monitor programs and providers to ensure compliance with the guidelines and regulations in the Americans with Disability Act (ADA)
Liaison for tenancy concerns
  • Serve as liaison between NC Department of Health and Human Services (DHHS), NC Housing Finance Agency (NCHFA for tenancy concerns and risk mitigation
Minimum Required Education & Experience

Bachelor’s degree in Human Services, Public Administration, Business, or related field from an accredited college or university and three (3) years of experience in a community, business, or government program, preferably in education, social work, public health, or government programs

Required Knowledge, Skills, & Abilities
  • Knowledge of housing principles, guidelines, laws and concepts, knowledge of all guidelines and regulations in the Americans with Disability Act.
  • Knowledge of housing market trend, tenant rights and responsibilities
  • Thorough knowledge of behavioral health and intellectual/ developmental disabilities
  • Microsoft Office Suite, particularly Excel, Outlook
  • Exceptional interpersonal skills,
  • Highly effective communication ability
  • Problem Solving Skills
  • Conflict resolution skills
Salary Range

$25 - $31.88/Hourly

Exact compensation will be determined based on the candidate's education, experience, external market data and consideration of internal equity.
