Department: Geointelligence Reports to: Implementation Coordinator

Summary: Designs and implements spatial databases in Microsoft SQL Server and ESRI ArcGIS Server. Designs and builds webpages offering spatial data functions to internal and external users. Troubleshoots and maintains custom software and webpages. Creates new desktop and online software tools for use by Geospatial users. Interfaces GIS and other software to construct complex applications. Manages the IT infrastructure in the Geointelligence Division. Controls user access privileges for Geospatial software and related relational databases.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Develops, modifies, and maintains City GIS system; serves as administrator for databases and application integration and develops technical procedures; resolves problems within scope of authority; exercises independent judgment within Geointelligence Division policy guidelines.
  • Assures the integrity, security, and effective performance of the GIS program database.
  • Development structure of spatial data; coordinates the continuous development, operation, and maintenance of the Geospatial environment, including database, hardware and software, architecture, features, and system design.
  • Develops, implements, programs, tests, and maintains GIS system and specialty applications; updates and maintains databases; evaluates and corrects data and new integrated data sets; performs quality control checks to assure data integrity; maintains political, jurisdictional, and administrative boundaries; recommends enhancements and modifications to database and applications.
  • Perform system administration tasks including data backup and restoration, using SQL Server.
  • Provides technical support and training for GIS applications, tools, and technologies; analyzes and resolves technical and procedural issues; identifies hardware and software solutions.
  • Monitors application functionality and customer utilization; researches traffic, security, and access problems, and recommends solutions; detects and corrects errors.
  • Documents work completed; maintains work log of service requests, equipment malfunctions, technical configurations, and software errors and failures; identifies and reports trends and technical problems which need to be addressed by improved methodologies, procedures and policies.
  • Researches new technical methods and utilization trends for GIS systems.
  • Provides technical support and training for GIS users.
  • Duties may require 24x7 support.
  • Must have and maintain a cell phone for City use to hold this position.
  • Supports the divisional operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications:

Education, Training and Experience Guidelines: Bachelor's Degree in Computer Science, Computer Systems Engineering, Information Technology, Geoscience or related field desirable. Combination of education and experience equivalent to a bachelor's degree will be considered. Four (4) years' experience with database design, manipulation and maintenance, especially SQL Server; OR an equivalent combination of training and experience. Three years of experience in local government preferred.

Knowledge of:

  • City policies and procedures.
  • Principles and practices of GIS/GPS, including data compilation and conversion, database management systems, graphics applications and overlays, mapping, and spatial models for computer analysis.
  • Management principals and procedures used to design, develop, and maintain relational databases.
  • Project management planning principles, tools, and techniques.
  • Specialized ESRI and SQL programming languages, technologies, and protocols.
  • Quality assurance procedures and documentation standards for database systems.
  • Capabilities of computer systems, including networked environments and peripheral devices.
  • Principles and protocols for management of electronic information, access, and security.

Skill in:

  • Working independently in a technical environment with interlinked and changing priorities.
  • Using initiative and independent judgment within established procedural guidelines.
  • Analyzing technical issues, evaluating alternatives, and making recommendations based on findings.
  • Assessing, analyzing, identifying, and implementing solutions to technical problems.
  • Using GIS / ESRI software suite programs and application programming languages.
  • Developing, manipulating, and analyzing GIS data in a variety of data formats and projections.
  • Understanding and verifying data from multiple public and private sources.
  • Maintaining accurate and interrelated database records, and identifying and reconciling errors.
  • Establishing and maintaining effective working relationships with co-workers and clients.
  • Communicating effectively verbally and in writing.

License and certification requirements: A valid Texas State Driver's License is required.

Physical demands and working environments: Work is performed in a standard office environment.
