Description

Salary range is $80K to $175K with a midpoint of $125K. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

*This is a term-limited position currently funded for two years. Additional years are subject to project needs and funding approval*

GENERAL PURPOSE:

Under minimal supervision, gathers regional business needs for data; models target schemas; participates in the creation, development, and maintenance of data extract-transfer-load (ETL) processes and data warehousing; provides data analysis and implements reports. Leverages pragmatic data management practices to ensure business users have reliable and high-quality reports. Work complements the IT Enterprise Architect, database administrators, ORCA agency business analysts, and report developers to provide fundamental data services and enable increasing end-user self-sufficiency with reporting. This is a term-limited position currently funded for two years. Additional years are subject to project needs and funding approval.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Responsible for gathering and documenting business data requirements and report design strategies.
  • Defines queries, views, temporary tables, and other objects related to solving questions with data.
  • Develops, documents, and maintains data collection procedures and definitions.
  • Partners with Database Administrators (DBAs) to translate logical models into physical models so that ad-hoc queries, reports, and dashboards perform well and can be modified with ease.
  • Plans, coordinates, and assesses the work of report developers; reviewing and evaluating work products, methods, and procedures; and meets with staff to identify and resolve problems.
  • Helps to review and resolve issues with vendors and business users related to report generation and usage.
  • Manages a consolidated view of reporting capabilities provided by the ORCA data warehouse and vendor provided data.
  • Evaluates ad-hoc reports provided by agencies to identify candidates to promote to more business users.
  • Provides status information, metrics, and reports related to report usage and availability to share with others when required.
  • Provides ongoing input for the requirements of the data warehouse.
  • Partners with the DBAs and IT Enterprise Architect to support the sustainability of the data warehouse.
  • Partners with Reports Developers to develop and maintains reports, graphs, and visualizations, including a catalog of available reports, allowing business users to easily find and understand information.
  • Reviews, creates, and maintains scripts to monitor and report on data quality and troubleshoot issues which may compromise the credibility of reports.
  • Partners with the IT Enterprise Architect and other IT analysts to define and implement sustainable data management practices.
  • Provides insight into PCI and PII data handling and data management best practices.
  • Works with business users to understand data and how to use the data to satisfy information needs.
  • Develops reports training materials and trains business users on how to use reports.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in computer science, Information Technology, Business Administration, Engineering, or closely related field and five years information technology and data analysis experience in a business intelligence environment for payment systems; OR an equivalent combination of education and experience.

Required Knowledge and Skills:

  • Computer science and information systems.
  • Technologies including, but are not limited to, MS SQL-Server, SharePoint Online, MS PowerBI, Excel, Oracle, Transact, MS Azure DevOps, and the ability to read and write common scripting language.
  • Data and information domains including those related to System Operations, Finance, and other subject areas as needed.
  • Business intelligence, data management, data modeling, data warehousing, reporting and related activities.
  • Methods and techniques for evaluating business requirements and developing information systems solutions.
  • Operational characteristics of a variety of computer and network systems, applications, hardware, software, and peripheral equipment, including enterprise business systems.
  • IT best practices, including ITIL (Incident and Change Management).
  • Principles, practices, methods, and techniques used in the installation, troubleshooting, and maintenance of systems and applications.
  • Methods and techniques of developing technical manuals and instructional materials.
  • Pertinent Federal, State, and local laws, codes, and regulations.
  • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
  • Experience with (or with equivalent products to) Microsoft SQL Server, Microsoft PowerBI, Microsoft Azure, Oracle, and Integration Services.
  • SQL, DDL, and DML.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
  • Experience using SharePoint for delivery of reports and information.
  • Experience with large IT implementations, development life cycles, change management, and IT processes.
  • Working knowledge of Microsoft Office, with advanced skills in Excel as a data source and reporting tool.
  • Creating and consuming various raw data formats such as CSV and XML.
  • Experience in common programming and/or scripting in languages.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Demonstrating a positive customer service orientation with both internal and external clients.
